,-A EN HILLS <br /> MEMORANDUM <br /> DATE: June 20, 2006 AGENDA ITEM: 4 <br /> TO: Parks, Trails, and Recreation Committee <br /> FROM: Michelle Wolfe, City Administrator <br /> SUBJECT: O&M Department Organizational Structure <br /> BACKGROUND <br /> On Monday, May 22nd the City Council approved the O&M Transition Plan. On Monday, June <br /> 12 City Council approved a Recruitment Plan and Timeline. Documents are attached for your <br /> reference. <br /> I recommended that the City not proceed with the recruitment of an O&M Director at this time. <br /> Rather I would like to proceed with a process and timeline that allows the opportunity to develop <br /> and review options for the future of the O&M Department. I reviewed many historical minutes <br /> and reports regarding previous reorganizations and now have some background on how the City <br /> arrived at the existing structure for the department. However, I am not sure the existing structure <br /> is the best alternative as we move forward in the future. I want to make sure we have an <br /> organizational structure in place that meets the current needs of the City but allows flexibility for <br /> future growth and change as needed. Therefore I would like to take approximately two months <br /> to study the issue before commencing with recruitment. <br /> DISCUSSION <br /> I am now proceeding with the information-gathering stage of the proposed process. Some <br /> preliminary work has been done. We obtained sample organizational structures from other <br /> cities, and I've initiated discussions with the City of Roseville about the role of engineering <br /> services in the future. <br /> I am aware of the PTRC's interest in this discussion and wanted to provide an opportunity for <br /> input. My goal is to gather input and information in June, then develop a proposed structure <br /> during July. In order to facilitate discussion, I have put together four sample organizational <br /> charts. I want to emphasize that the following about these charts: (1) they have been prepared <br /> for discussion purposes; (2) they are based on historical and current information as well as <br /> drawing from sample structures in other communities; (3) the final selected option may be one of <br /> these options, a combination of some of them, or something different we haven't thought about <br /> yet; and (4) the City Council and staff have not yet commented or provided input about these <br /> options.
