RAMSEY COUNTY PARKS AND RECREATION COMMISSION <br /> MINUTES <br /> June.13, 2006 <br /> RAMSEY COUNTY PARKS AND RECREATION DEPARTMENT <br /> 2015 NORTH VAN DYKE STREET <br /> MAPLEWOOD, MN 55109 <br /> Main Floor Conference Room <br /> The regular meeting of the Ramsey County Parks and Recreation Commission was called to order by Chair <br /> Straumann at 6:05 p.m., at the Ramsey County Parks and Recreation Department, 2015 North Van Dyke <br /> Street, Maplewood, Minnesota. <br /> Members Present: Deb Falkowski, Terry Huntrods, Gale Pederson, Richard Straumann, Elyssa Weber <br /> Members Absent: Phil Jenni, Jonathon Kusa <br /> Staff Present: Greg Mack, Larry Holmberg, John Moriarty <br /> APPROVAL OF AGENDA <br /> Chair Straumann asked for a motion to approve the agenda. Mr. Mack requested that the Cooperative Deer <br /> Management Implementation Program for Fall/Winter 2006-07 be added as Item 5. Ms. Falkowski moved, <br /> seconded by Ms. Weber, that the agenda be approved with the addition of the Cooperative Deer • <br /> Management Implementation Program. Motion carried. <br /> APPROVAL OF MINUTES <br /> Chair Straumann pointed out that the minutes of April 11, 2006, should be corrected to reflect his role in <br /> calling the meeting to order and approval of the agenda. Chair Straumann asked for a motion to approve <br /> the minutes as amended for the April 11, 2006 meeting. Ms. Pederson moved, seconded by Mr. <br /> Huntrods, that the minutes of the April 11, 2006 meeting be approved as amended. Motion carried. <br /> STATE AND REGIONAL TRAIL SYSTEM WITHIN RAMSEY COUNTY <br /> Mr. Mack distributed copies of a trail system map identifying existing and proposed state and regional trails <br /> within Ramsey County. He pointed out that the maps identify 93 miles of state and regional trails located <br /> throughout the County. These trails connect every city in the county except Lauderdale and Falcon Heights. <br /> Many of the trails extending to adjacent counties including Anoka, Hennepin, Dakota and Washington. Fifty- <br /> four miles of the state and regional trail system have been developed. Approximately 39 miles remain. The <br /> total estimated cost of acquisition and development of the remaining miles is approximately $25 million. <br /> In response to questions by Commission members, Mr. Mack noted that the state and regional trails <br /> represent the arterial routes and that there are several local trails that tie into these routes in order to provide <br /> a comprehensive trail network. The trails identified are primarily for biking and hiking. However, there are <br /> segments, particularly within the City of St. Paul, that may be designated only for biking. An example would <br /> be the striped bicycle Lane on Summit Avenue. It was acknowledged that in some areas there are user <br /> conflicts associated with multi-use trails. However, in most instances, the conflicts are minimal. It was also <br /> noted that the proposed trail network does not anticipate a change in governance or management <br /> responsibility. It is anticipated that through a cooperative effort, Ramsey County would take the lead role in • <br /> securing funding for acquisition and development of these regional trails. <br /> 1 <br />
