CITY OF ARDEN HILLS <br />MEMORANDUM <br />DATE: . May 3, 2000 <br />TO: Joe Lynch, City Administrator <br />FROM: Dwayne Stafford, Public Works Director <br />SUBJECT: Cleveland Avenue Railroad Bridge Replacement <br />Pre -Construction Meeting <br />Background <br />The Ramsey Country Public Works Department held a Pre -Construction Meeting on <br />May 2, 2000, to discuss the railroad bridge replacement and the effects of the project on <br />the cities involved, along with utilities and traffic. Johnson Brothers of Litchfield, <br />Minnesota, has been awarded the project. <br />Office Trailer <br />Johnson Brothers asked permission to put a temporary construction office trailer near our <br />lift station at County Road E2 and Cleveland Avenue. They like to have their office <br />separated from the job for privacy and noise reasons. I indicated that should not be a <br />problem if no equipment is stored there, traffic is kept to one or two pickups, the area is <br />kept clean, and any restoration needed is done immediately after project completion. If <br />the City Council or staff disagrees please let me know. <br />Utility Conflicts <br />Arden Hills has only water mains in the immediate area of the bridge project. Due to the <br />type of pipe (brittle cast iron), I have asked Johnson Brothers to contact the City when <br />they begin pile driving, or do any cutting or filling near the water main. The County and <br />Johnson Brothers also agreed to move one of the City's hydrants, near the bridge, to a <br />more suitable location, at no cost to the City. <br />Road Closing <br />It was decided that the contractor should install signs on Cleveland Avenue as soon as <br />possible, indicating the road will be closed on May 15th, which is the day demolition of <br />the existing bridge is scheduled to begin. <br />The planned -posted detour will be County Road E2, to New Brighton Road, to County <br />Road D, but attendees realized that drivers would choose their own routes. If Thom <br />Drive is heavily impacted by the project, the City may need to install a temporary "No <br />Thru Traffic" sign on each end of Thom, as that street is in poor condition. <br />Project Completion <br />Johnson Brothers have scheduled the project for completion with traffic back to normal <br />on September 15, 2000. <br />
