Moore, Parks & Recreation Director <br />SUBJECT: Re allocation of 2000 Parks Projects CIP Money <br />Background <br />The warminghouse at Hazelnut Park is scheduled to be replaced this year. In the 2000 <br />Parks Projects CIP Budget, $25,000 was allocated for this project. In late February, the <br />City Engineer and BRW staff made two visits to the site in order to determine a <br />preliminary budget. On March 6, 2000, the City Engineer submitted his preliminary <br />budget estimate for the construction of a new warming house at Hazelnut Park. The <br />estimate was $132, 000. Attached you will find the itemized cost breakdown for this <br />proj ect. <br />• There are significant problems with the current location of the existing structure. Those <br />problems relate to drainage, security, vehicle access and the potential future usage of the <br />green space located by the warming house. Because of these problems, a different site <br />location and building material needed to be selected. The current building is a wooden <br />structure. This warming house has suffered the highest number of vandalism incidents. <br />This is directly related to the secluded setting/ placement of the current warming house. <br />A new location and a concrete block building would significantly improve the drainage <br />and security issues. In addition a new location would allow for a safer vehicle access and <br />provide the Park and Recreation Department more flexibility for the potential long-term <br />usage of the existing green space. <br />Recommendation <br />Staff is recommending the following course of action; <br />1.) The warming house at Hazelnut Park not be replaced this year. A further review of <br />the project be undertaken by the Parks and Recreation Committee. That the money <br />for this future project be taken from the Park Fund. <br />2.) The $25,000 that was budgeted in the 2000 Parks Projects CIP for the replacement of <br />the warming house at Hazelnut Park, be used to replace the playstructure at Sampson <br />Park.. This playstructure is scheduled for replacement in 2001. There is $12,000. <br />allocated in the 2001 Parks Projects CIP for this replacement. This figure does not <br />include installation and the placement of a wood fiber safety blanket under the <br />playstructure. The cost of installation and the safety blanket would be an additional <br />$7,416. The total cost for the replacement of the playstructure at Sampson Park would <br />• be$19,416. <br />
