Chairman Don Messerly called the meeting to order at 7:05 p.m. <br />Present were Committee members Jim Johnson, Rich Straumann Jim Crassweller, Don Tix, and <br />Parks and Recreation Director Tom Moore_ Council liaison Lois Rem arrived at 7:15p. <br />2. Approve October 26, 1999, Minutes. Correction of Steve Zilmer's name; approved as corrected_ <br />Council Report. Postponed pending arrival of Lois Rem. <br />Discussion/Update Items: <br />a. Bethel Athletic Field_ Tom Moore distributed a map of the proposed layout and the existing city <br />trail. Bethel will bring the plan before the Planni Commission az its January 5, 2000, meeting. <br />b. Round Lake Trail/Scholl Property. The City hopes to resolve this issue before spring. The <br />committee discussed the relative merits of paved vs unpaved trails. Tom said trails need not <br />necessarily be paved but this was the previous policy. Several committee members stated a <br />preference for non -paved trails. <br />c, Day in the Park <br />1. Date: Probably early June; staff will check v�ith school district calendars to fit the event with <br />the end of the school year. <br />2. Location: The event has gotten too large for smaller parks. The committee discussed options <br />of settling on one park for all future events or rotating between the larger parks (Cummings, <br />Perry, Hazelnut) on a regular basis_ Consensus was to use Perry Park this year_ <br />d_ Five -Year CIP. Tom presented the budget. The committee asked about the General and Park <br />General fund relationships. Tom also presented DNR grant information and North Suburban <br />Soccer Association data_ Tom also distributed the committee's 1995-96 work plan and mission <br />statement. The committee briefly discussed trading the upgrade of the Ingerson playstrueture <br />(2000) with Floral this coming year instead <br />e. Set date for Work Session. The worksession will be held on 1/8/2000 from 9 to noon. <br />Discussion items, suggested were: Ingerson park, mission stamment/goals; trails (pave or not, <br />maintenance and liability issues); priorities. Tom will mail out a memo about the date and time <br />and request agenda items from each committee member_ <br />f. Buckthorn Issues. Brief discussion— committee would like more information_ <br />g. Michelle Olson: 6-month evaluation due 11/29/99_ Tom requested committee members call him <br />with comments before that date. <br />5. Recreation Program Updates. <br />a. Turkey shoot taking place same time as this committee meeting, with— a full roster of <br />participants and volunteers. <br />b. Next season's rec guide is ready. <br />c. Warming house attendants still needed— must be 16 or older; starting rate $7/hour. <br />6. Park Updates. Parks and vehicles all ready for winter. This year the vehicles have heat. <br />7. December meeting: cancelled. January worksession 1/8/00; regular meeting 1/25/00. <br />3. Council Report_ Highway 10/96 reconfiguration still being discussed, including future trail plans. <br />Bethel Park plan will be presented at Rice Creels Watershed District meeting on 11/24/99. <br />8.
