project, funded by the benefitting properties through assessments and design and <br />construction engineering costs borne by the County. <br /> <br />Lacking agreement between the Cities of Arden Hills and Shoreview on whether to proceed <br />with this plan, and after evaluating the pavement condition on Lexington Avenue, we propose <br />to submit an application for federal Surface Transportation Program funding to reconstruct <br />Lexington Avenue between County Roads E and I-694. If we are successful in obtaining STP <br />funding, approximately 80% of the cost would be covered by the federal funding. <br /> <br />Conceptually, the project would add right-turn lanes where needed and replace the bituminous <br />pavement with concrete. The road base is structurally sound and would be preserved. This <br />proposal would result in another construction season of delays, but the long-term traffic <br />improvements would could offset that. In addition, replacing the pavement with concrete <br />would reduce its tendency to rut and significantly reduce the need for repaving and other <br />maintenance projects in the area. It would also be an opportunity to add other amenities, <br />such as lighting, trail or sidewalk improvements, or landscaping. The next federal funding <br />solicitation is coming up later this spring and is for 2020 and 2021 funding, though we could <br />advance the project by a year or two, if we are successful. <br />
