major physical barriers including major roads, rail lines and lakes. These <br />obstacles present significant barriers for pedestrians, resulting in disconnected <br />neighborhoods and lack of access to city park and trail facilities for some <br />neighborhoods. <br />To better connect neighborhoods with existing parks, several pedestrian <br />connections are planned. Completing connections will help increase <br />opportunities for recreation and transportation. <br />Two (2) residential areas in the community are outside of the 1/2-mile service <br />area for neighborhood parks. These are (a) the area on the southeast side of <br />Round Lake and (b) the area on the southeast side of Lake Johanna. These two <br />areas will have better access to facilities when the trail system is completed. <br />IV. PARK AND TRAIL IMPROVEMENTS <br />Parks <br />South of Highway 96. The developed portion of the City is well served by <br />neighborhood parks, as shown in Map 5.1 and Table 5.1. No new neighborhood <br />parks are planned for the already developed area of Arden Hills. Improvements <br />to neighborhood parks are determined on an annual basis, through the annual <br />fe budgeting process. <br />i <br />TCAAP Area. The TCAAP area will include a series of integrated parks and <br />trails. This system will serve new residents and will physically and socially <br />connect the existing, developed portion of the City with the TCAAP area as it <br />develops. <br />The park system has been identified in the TCAAP area on Figure 5.1. The <br />system includes: <br />Four (4) neighborhood parks to be relatively evenly spread through the <br />residential areas. Neighborhood parks will be 5-20 acres in size and are <br />intended for active and passive play. <br />A Joint Athletic Facility - to be developed by the cities of Arden Hills, <br />Mounds View, New Brighton, Shoreview, and School District 621. <br />A Community Park, to be developed in the Civic Center area near Lexington <br />and Highway 96.
