CONSENT ITEM – 5G <br /> <br />City of Arden Hills <br />City Council Meeting for April 25, 2016 <br /> <br />P:\Planning\Planning Cases\2016\PC 16-008 - 1865 County Road D - Variance\Memos_Reports_16-008 <br /> <br />Page 2 of 7 <br /> <br /> <br />In this case, the property owner is requesting a variance in order to construct a larger <br />accessory structure that would maintain the current five (5) foot setback similar to that of the <br />existing structure on the site today. If a variance is approved for this project the applicant <br />would be permitted to encroach five (5) feet into the ten (10) foot side yard setback. The <br />applicant has indicated that the façade and roofing materials to be used on the new detached <br />accessory structure would match the materials on the existing home. <br /> <br />The project narrative and response to the variance evaluation criteria have been provided in <br />Attachment A, the existing site survey/site plan can be reviewed in Attachment B, the <br />proposed site survey/site plan is within Attachment C, and the building plans have been <br />provided in Attachment D. <br /> <br /> <br />Plan Evaluation <br /> <br />1. R-1 Regulations, Existing Conditions, and Proposed Redevelopment <br /> <br />A. Lot Size & Dimensions <br /> <br />The lot is 12,155 square feet in size with approximate dimensions of 65 feet in width by <br />187 feet in depth. Although the total square footage of the lot meets the requirements in <br />the R-2 Zoning District, the width of the lot does not meet the 85 foot minimum <br />requirement in this district. <br /> <br />B. Structure Setbacks – Variance Required <br /> <br />The existing and proposed (replacement) accessory structures do not meet the east side <br />yard setback requirement for accessory structures in the R-2 Zoning District. In the R-2 <br />Zoning District, a minimum side and rear yard setback of ten (10) feet is required for <br />accessory structures. The existing non-conforming accessory structure is approximately <br />five (5) feet from the east side property line and approximately eighty-five (85) feet from <br />the rear property line. As proposed, the new accessory structure would maintain the five <br />(5) foot encroachment into the east side yard setback requirement, thus creating a five (5) <br />foot setback between the structure and the east property line and a rear setback of <br />approximately sixty-eight (68) feet. All other setbacks would conform to the district <br />requirements. <br /> <br />C. Lot Coverage – Meets Requirements <br /> <br />The proposed structure and landscape coverage on the property would be in conformance <br />with the lot coverage requirements of the R-2 Zoning District.
