CONSENT ITEM – 5H <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: April 25, 2016 <br /> <br />TO: Honorable Mayor and City Council <br /> Sue Iverson, Interim City Administrator/Director of Finance and Admin Services <br /> <br />FROM: Amy Dietl, City Clerk <br /> <br />SUBJECT: Approve Handbook for Public Works Seasonal Employees <br /> <br /> <br />Background <br /> <br />The Personnel Committee has been working on updating the Personnel Policy over the last year, and the new <br />policy was adopted by the City Council at their regular meeting on February 29, 2016. <br /> <br />Similarly, the City also has a Handbook for Public Works Seasonal Employees that was recently reviewed by <br />the Personnel Committee and the City Attorney. The City Attorney has provided feedback and has made <br />revisions to this document as outlined below. <br /> <br />While seasonal employees are subject to the Personnel Policy, there are some exceptions to their eligibility <br />for leave, insurance, seniority or educational benefits that are otherwise provided for in the Personnel Policy. <br />The proposed updates to this handbook include outlining the benefit exceptions for seasonal employees as <br />well as removing two sections of the handbook (Sexual Harassment and Respectful Workplace Behavior) as <br />these topics are already addressed in the Personnel Policy. <br /> <br />The Handbook for Public Works Seasonal Employees offers specific work-related guidelines and is meant to <br />work in conjunction with the Personnel Policy. Upon being hiring, seasonal employees will be provided the <br />Personnel Policy and the Handbook for Public Works Seasonal Employees and will be asked to sign an <br />“Acknowledge Receipt” form for both documents. <br /> <br />Recommendation <br /> <br />The Personnel Committee recommends approving the Handbook for Public Works Seasonal Employees. <br /> <br />Attachments <br /> <br />Attachment A: Handbook for Public Works Seasonal Employees <br />
