Additional Minimum Requirements for Drive-in Businesses, Drive-up Windows, Fast Food <br />Restaurants, and Automobile Service Stations – Section 1325.04 – Meets Requirements <br /> <br />The property includes an existing drive-up window and ATM location on the west side of the <br />building used by the previous bank tenant. Arden Square has noted in their application that they <br />continue to market the site to prospective bank tenants and have left one drive-up lane on the <br />proposed Site Plan. Staff has reviewed the development standards for drive-up windows based <br />on the proposed modifications to the site. The Site Plan indicates that up to seven stacking spaces <br />could be accommodated along the west side of the building. A directional sign would be added at <br />the site’s entrance to help with traffic circulation. No electronic devices, such as a loudspeaker, <br />are proposed. <br /> <br />Due to site constraints, staff has discussed with the property owner the need to attract a tenant <br />that would not result in a high volume of traffic using the drive-up window. Staff believes that <br />the number of stacking spaces shown on the Site Plan would be sufficient for a lower traffic <br />volume use, such as a bank. As a condition of approval, staff is recommending that an <br />amendment to the PUD be required if Arden Square were to lease or sell the space to a fast food <br />restaurant use, which would require more stacking spaces and additional modifications to the <br />parking lot. <br /> <br />B. Lighting – Section 1325.05, Subdivision 3 – Meets Requirements <br /> <br />The Zoning Code requires lighting to be arranged to direct light away from adjacent lots and <br />public streets. The source of illumination must be hooded, concealed, or controlled so that only <br />the intended site is illuminated. Arden Square has provided examples of the proposed upgraded <br />parking lot light fixtures (Attachment D). The light fixtures are a full cut off design that would <br />direct light only onto the parking lot surface. The Zoning Code requires that cast light not exceed <br />a meter reading of one foot candle on travel lanes of adjacent public streets.
