All parking stalls shown on the Site Plan conform to this standard. <br /> <br />Location – Meets Requirements <br />Off-street parking stalls must be located a minimum of 20 feet from the public right-of-way line <br />and 5 feet from any side or rear property lines. With the proposed expansion of the parking area, <br />parking stalls would be located closer to both the front and west side property lines. The Site <br />Plan indicates parking stalls would be 20 feet from the front property line and 10 feet from the <br />west side property line. <br /> <br />Off-Street Parking Spaces Required – Meets Requirements <br />The number of parking stalls required is determined based on the type of land use proposed for a <br />site. The existing tenant in the building, American Red Cross, is classified as a medical clinic. <br />This type of use requires one stall per 200 square feet of gross floor area plus one stall per <br />employee. American Red Cross occupies approximately 5,000 square feet of space in the <br />building and has 10 employees, which means 35 parking stalls would be required for this use. <br /> <br />The vacant tenant space is 4,467 square feet in area. The highest intensity use expected to occupy <br />the space is retail, which requires one stall per 150 square feet of gross sales floor space for a <br />maximum requirement of 30 parking stalls. Combined, a medical clinic and retail use on the <br />property would require at most 65 stalls. The proposed parking lot reconfiguration would result <br />in a total of 67 parking stalls on the property. <br /> <br />Traffic and Circulation – Meets Requirements <br />Staff has reviewed the configuration of the new one-way parking aisles on the north side of the <br />building and does not have any concerns about their design. The Site Plan indicates both one- <br />way drive aisles would be 17 feet in width. A one-way drive aisle would also wrap around the <br />east and south side of the building and traffic using this drive aisle would be directed to exit at <br />the southwest corner of the site onto the adjacent Arden Plaza property. Vehicles using the drive- <br />up window on the west side of the building would also be required to use this exit. Arden Square <br />has an existing agreement with the Arden Plaza property owner Wellington Management that <br />allows for ingress and egress of vehicles across their property. <br /> <br /> <br />2. Chapter 12 – Sign Code – Flexibility Requested <br /> <br />All properties with frontage on County Road E are located in Sign District 4. Freestanding signs <br />in this district are required to be a monument-style with the sign copy resting on a solid base of <br />brick or rock-faced block in a color similar or complimentary to the main structure on the site. <br />The material of the base must also extend at least half way up each side of the sign face. The <br />applicant has proposed a monument sign at the northeast corner of the property that would be
