Below is a summary of <br /> our discussion: <br />Attendees: Joe Lux (Ramsey County), John Anderson (Arden Hills), Philip Zenge (MnDOT), <br /> Joe (Arden Hills), Katie Bach, Nate Cmiel, Dave Cmiel, Diane Cmiel, Lacy Loosbrock, Troy <br /> Worwa (residents) <br />1. Slope north of guardrail: Philip will update the plan to include Black Hills Spruce on the <br /> north side of the guardrail instead of Fragrant Sumac. Where there is enough space he will try <br /> to stagger the trees for denser screening. This area is MnDOT right of way and should be part <br /> of the MnDOT funding. If necessary, funding could be re-appropriated by eliminating the <br /> fragrant sumac from near the holding pond on the northwest side of the 10/96 intersection, <br /> since that isn't providing functional screening. There is a 6" sewer main running about 8-9' <br /> down. I believe John indicated that it is placed directly under the guardrail so shouldn't be a <br /> concern for the trees. Philip was also concerned there may be a gas line in this area so the <br /> crew will need to be careful with tree placement. <br />2. Shrubs along retaining wall: We agreed to remove the shrubs from the plan and instead <br /> place a full line of Arborvitae along the retaining wall. This will help provide screening at <br /> different angles from each property. At the south end of the wall where there is not enough <br /> space for Arborvitae, we will keep the Nannyberry to provide visual interest. There will be <br /> mulch placed around each tree when they are planted. The trees will need help from residents <br /> to keep them well watered to ensure success. <br />3. Techny vs Emerald or Pyramid Arborvitae: General consensus was that the Techny would <br /> provide a better overall screening since it will grow wider and fill in the space between trees, <br /> while still growing tall and being less prone to splitting. Emerald or Pyramid Arborvitae <br /> would end up with a more "picket fence" look because of its narrower shape. The Techny <br /> Arborvitae should not require significant pruning. If it does begin to overgrow the road (15-20 <br /> years from now) the City would cut it back to keep the road clear. <br />4. Next steps: Philip will send an updated plan to Joe Lux, who will calculate funding needed <br /> from the City. John Anderson will request City Council approval of funding at the May 31 <br /> meeting. John will cc residents on the funding request being sent so that residents can indicate <br /> our support and attend the council meeting if needed. <br />5. Intersection and bridge lighting: Under-bridge lighting shines sideways and directly into <br /> residents' homes. Joe Lux will address this by seeing if the lights can be angled down, <br /> switched out for LEDs (which were what was indicated in the plan), and/or add shielding. The <br /> overhead lights at the intersection are also bright with excess non-directional light. Joe will <br /> investigate if these can be switched out for LEDs to provide more directional light to the <br /> sidewalk only. This would also save the County money in the long run.
