No light fixture shall produce glare clearly visible beyond a <br />property line or that creates a sensation within a visual field that causes <br />annoyance, discomfort, or impairment. <br /> <br />C. Light Spill. Light fixtures shall be arranged to limit light spill onto <br />adjacent properties and public streets. Cast light shall not exceed four- <br />tenths (0.4) footcandles on adjoining residential property or one (1.0) <br />footcandle on adjoining commercial or industrial property, as measured at <br />the property line. The City Council may make an exception to this <br />requirement in cases where adjoining properties are within a planned <br />development that uses a common parking lot, pedestrian walkways, or <br />other similar facilit ies. In cases where a lot line is adjacent to a public <br />street, cast light shall not exceed one (1.0) footcandle as measured at the <br />st reet centerline. <br /> <br />D. Maximum illuminance levels. Outdoor lighting shall not exceed the <br />maximum maintained illuminance levels as recommended by the <br />Illuminating Engineering Society of North America (IESNA). <br /> <br />E. Maximum height. Light poles or mounted lights shall not exceed a <br />height of thirty-five (35) feet. For properties that abut a single-family or <br />two-family residential property, light poles or mounted lights shall not <br />exceed a height of twenty (20) feet when within fifty (50) feet of the <br />shared property line. <br /> <br />F. Prohibited lighting. The following types of exterior lighting shall be <br />not be permitted: <br /> <br />1. Architectural accent lighting used on building façades, service <br />station canopies, monument signs, or other similar structures to exhibit <br />or advertise buildings or their lots. <br /> <br />2. Blinking, flashing, moving, revolving, flickering, and changing <br />intensity or color. <br /> <br />G. Exceptions. The lighting standards in this se ction shall not apply to the <br />following types of exterior lighting: <br /> <br />1. Temporary lighting. Temporary lighting for sporting events and <br />civic events. <br /> <br />2. Holiday decorations. Outdoor light fixtures used for holiday <br />decorations. <br />
