Page 1 of 2 <br /> <br />DATE: May 31, 2016 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Susan Iverson, Acting City Administrator <br /> <br />FROM: John Anderson, Acting Public Works Director <br /> <br />SUBJECT: Sandeen Road Mill and Overlay <br /> <br /> <br />Requested Action <br /> <br />Accept Proposal from Senior Housing Partners for $33,519.20 to complete 1 ½ inch mill and <br />overlay on the balance of Sandeen Road not included in that portion Senior Housing Partners is <br />responsible for from Lake Johanna Boulevard to their north driveway. <br /> <br />Discussion <br /> <br />As a result of the construction on the Johanna shores site and the construction traffic to the site <br />using Sandeen Road, Senior Housing Partners is responsible for a 1 ½ inch mill and overlay on <br />that part of the road they used during construction, which includes Sandeen Road from Lake <br />Johanna Boulevard to their north driveway. This section of road is estimated to cost $16,021.20 <br />to mill and overlay. The balance of the road from the north driveway continuing around back to <br />Lake Johanna Boulevard to the north is estimated at $33,519.20. <br /> <br />Pricing was established by Senior Housing Partner’s general contractor Schreiber Mullaney and <br />the subcontractor doing the actual paving Bituminous Roadways Inc. You may recall that <br />Bituminous Roadways is the paving contractor that recently paved the Moundsview High school <br />Trail project. <br /> <br />Arden Hills along with many cities across Minnesota has stopped sealcoating or chipsealing as a <br />maintenance practice. There is a pavement distress called stripping, that is appearing in <br />pavements following sealcoating. There appears to be a connection between the sealcoat process <br />and the appearance of stripping. Until this phenomenon is understood and procedures on how to <br />avoid it are developed, public works has decided sealcoating is not available as a maintenance <br />tool. Mill and overlay is another maintenance tool available to extend the service life of <br />pavement. Mill and overlay the only known viable tool for pavements showing effects of <br />stripping. Sandeen Road is showing signs of stripping and thus a candidate for a mill and <br />overlay. <br />CONSENT ITEM – 5H <br /> <br /> MEMORANDUM <br />
