Project Status Memo 1 <br />Date: June 10, 2016 <br /> <br />To: City Council <br /> <br />From: Stacie Kvilvang <br /> <br />Subject: TCAAP Update <br /> <br /> <br /> <br />Preliminary Development Agreement <br /> <br />• On June 6, 2016 the JDA approved a Preliminary Development Agreement (PDA) with Alatus <br />Arden Hills LLC. which provides them with exclusive development rights to the property until <br />December 31, 2016. During this time they will work in good faith to negotiate the terms of a <br />Master Development Agreement (MDA). If by October 31, 2016 the JDA and the master <br />developer have not reached substantial agreement on terms of an MDA or the developer <br />determines the project isn’t feasible, either party can terminate the PDA with 30 days written <br />notice. <br /> <br />Meetings <br /> <br />• City and County staff, consultants (Ehlers, Kimley Horn, etc.), attorneys (County, City, JDA and <br />Master Developer) and the master developer continue to meet regularly to provide (1) required <br />information to the master developer team (2) work on framework for MDA; and (3) weekly <br />project management to make sure all elements of the development are progressing. City and <br />County staff as well as the Master Developer are present at all meetings. Attorneys and other <br />consultants are present at meetings as required. Following are the meetings held in the last two <br />weeks: <br />o May 31, 2016 –Design guidelines/standards review and site issues <br /> <br />o June 1 and June 8, 2016 - Weekly project management meeting <br /> <br />o June 2, 2016 – Infrastructure meeting with Kimley Horn <br /> <br />o June 7, 2016 - Environmental conditions overview <br /> <br />
