ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – MAY 31, 2016 4 <br /> <br />Councilmember Holden inquired who would be responsible for the Town Center planter <br />maintenance. <br /> <br />Mr. Lux anticipated that the maintenance of this would be overseen by the Town Center business <br />owners or an HOA. <br /> <br />Ms. Kvilvang stated a special services district could also be established in order to assist with the <br />maintenance of this area. <br /> <br />Councilmember Wicklund asked what the biggest challenge would be for Alatus in the next six <br />months. <br /> <br />Mr. Stutz believed the biggest challenge would be for Alatus to get caught up on the planning <br />efforts that have been completed to date. He stated branding was another item that would be a <br />challenge over the coming months. <br /> <br />Councilmember Wicklund commented it would be nice to have Arden Hills integrated into the <br />branding, however, he was uncertain this would sell. <br /> <br />Mr. Stutz indicated the branding would be tricky given the property’s history. He understood it <br />was critically important to pay homage to the property while also bringing the property forward to <br />the present. <br /> <br />Councilmember McClung agreed it would be important to tie the site to the City of Arden Hills <br />and have it incorporated into the community. <br /> <br />Mr. Shaver thanked the Council for this valuable feedback. He explained the branding efforts <br />would stem from the information gathered through the market studies. <br /> <br />Councilmember Wicklund requested the Council be provided with the information gathered <br />from the market studies. <br /> <br />Councilmember McClung asked how Alatus would work with both the JDA and the City. <br /> <br />Ms. Kvilvang reported Alatus was very aware that any changes to the TRC or the Master Plan <br />would have to come before the City Council and that all other project approvals that fit within the <br />confines of the TRC would go before the JDA. <br /> <br />Mr. Lux anticipated that Alatus would be holding more discussions with the City Council in <br />order to gain feedback from the City on the vision and goals for the project throughout the <br />planning process. He asked for comments from the Council regarding the retail center goals. <br /> <br />Mayor Grant questioned if the development could support a big box development. <br /> <br />Mr. Lux anticipated that a HyVee or Cub Foods would fit nicely into the development, but not a <br />Super Target or Super Wal-Mart. He described the amenities that could be provided by HyVee if <br />allowed to have up to 90,000 square feet of retail space.
