City of Arden Hills <br />TCAAP Redevelopment Communication Plan Executive Summary & <br />Recommendations <br /> <br /> <br /> <br />Page 7 <br /> <br /> <br />Recommended actions <br /> <br />Clear communications objectives and Key Messages will provide a strategic <br />framework for increasing understanding of the opportunities presented by the <br />potential redevelopment of the Twin Cities Army Ammunition Plant (TCAAP) site <br />among citizens and stakeholders of Arden Hills. With agreement on those <br />elements of the plan, the next step is to identify communications tactics that will <br />achieve the objectives. <br /> <br />We recommend that the City of Arden Hills take the following actions to achieve <br />its objectives in communicating with the key stakeholder audiences: <br /> Develop a ‘Cost/Benefit Statement’ clearly describing the potential financial <br />and social benefits of redeveloping the TCAAP site balanced against the <br />financial and opportunity costs. <br /> Conduct a survey to measure current attitudes and understandings of the <br />opportunities and costs offered by the proposed redevelopment of the <br />TCAAP site to establish a baseline of current understandings. <br /> Establish a quarterly TCAAP supplement to Arden Hills Notes. <br /> Develop a basic presentation about the opportunity provided by TCAAP and <br />seek opportunities for elected and appointed officials to present in front of <br />community groups. <br /> Develop a series of community meetings designed to specifically address <br />affordable housing issues and the role that TCAAP redevelopment can play <br />in resolving them. <br /> Strengthen relationships between the city and the organizations representing <br />business in the region to broaden understanding of the TCAAP opportunity <br />and its challenges among business leaders. <br /> Take advantage of the electronic communications capabilities of the current <br />Arden Hills city website to push information to citizens and other stakeholders <br />and create channels for stakeholders to communicate with the city. Features <br />not currently being used to their full potential include: <br />o Broadcast E-mail <br />o Online surveys <br />o Video delivery <br />o Online discussion groups <br />o Electronic document delivery <br /> Establish a proactive media relations program to reach out to reporters with <br />TCAAP story ideas, milestone announcements, opinion pieces and other <br />methods for delivering the city’s messages. <br /> Establish a city media policy and protocol for official city media statements <br />and comments specific to TCAAP but applicable to all uses. <br /> Establish a Public Information Officer function within the city - as a specific <br />responsibility for an existing employee, or as a part time consulting position. <br />This individual will be responsible for managing the content of the city’s
