ARDEN HILLS CITY COUNCIL – JUNE 27, 2016 5 <br /> <br />K. Motion to Approve Authorization to Internally Post for Position of Interim Public <br />Works Superintendent <br />L. Motion to Approve Resolution 2016-022 Establishing City Council Norms of <br />Behavior <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to approve the Consent Calendar as presented and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />unanimously (5-0). <br /> <br />7. PULLED CONSENT ITEMS <br /> <br />A. Approve Fund Balance Transfer from General Fund to PIR Fund and a <br />Budget Amendment <br /> <br />Councilmember McClung was pleased that the City would be contributing to the PIR Fund. He <br />recommended some of the funds be set aside for parks, trails and public safety increases for the <br />2017 budget. He recommended a PIR Fund transfer in the amount of $400,000 with the <br />remainder to be used for upcoming budget increases. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to Approve Fund Balance Transfer from General Fund to PIR Fund <br />in the amount of $400,000 with the remainder staying in the General Fund to <br />be set aside for the 2017 Budget and a Budget Amendment. <br /> <br />Mayor Grant stated the City had a fund balance policy of 50%. He questioned if the City would <br />be violating its own policy through the proposed motion. <br /> <br />Interim City Administrator and Director of Finance and Administrative Services Iverson <br />stated the Council would not be violating the fund balance policy. <br /> <br />Councilmember Holden asked when the Fire Department would be ordering the new fire truck. <br /> <br />Councilmember McClung stated this would occur in 2017 and would cost the City somewhere <br />between $600,000 and $700,000. <br /> <br />Mayor Grant inquired if the proposed motion should be reconsidered to allow staff additional <br />time to plan for the 2017 budget. <br /> <br />Councilmember McClung did not oppose this suggestion; however, he believed that because the <br />City took in more revenue than was budgeted, that additional funds should be set aside for both <br />the PIR fund and for the 2017 budget. <br /> <br />Mayor Grant was concerned with how the PIR and General Fund would be impacted in future <br />years when there was not a surplus. <br />
