John Slack, Perkins + Will May 2, 2016 <br />Land O’Lakes Expansion TS Update Page 17 <br /> <br /> <br />County Road F/Hamline Avenue Intersection <br />Significant northbound and westbound delays and queuing are anticipated at the County Road F/ <br />Hamline Avenue intersection during the p.m. peak hour, resulting in an overall LOS F. <br />County Road F/Lexington Avenue Intersection <br />Significant southbound delays and queuing are anticipated at the County Road F/Lexington Avenue <br />intersection during the a.m. peak hour, resulting in an overall LOS E. Although the County Road F/ <br />Lexington Avenue intersection is expected to operate at an acceptable overall LOS D during the p.m. <br />peak hour, queues on the eastbound approach are expected to occasionally block access to the <br />eastbound left- and right-turn lanes, as well as the East Access exit to County Road F. <br />Recommended Long-Term Improvements <br />To provide the study area and proposed expansion with acceptable levels of service/queuing and safe <br />operations in the long-term, the following geometric/traffic control improvements are recommended <br />for consideration. <br />Study Segments <br />County Road F (Hamline Avenue to Lexington Avenue) <br />• Consider constructing as a four-lane roadway. <br />Study Intersections <br />County Road F/Hamline Avenue Intersection <br />• Consider extending two northbound lanes through the intersection as far north as Eide Circle. <br />This improvement would minimize northbound queuing in the high-speed transition area <br />between MN Highway 51 and Hamline Avenue while maximizing traffic signal green time for <br />the westbound direction. <br />County Road F/Lexington Avenue Intersection <br />• Construct the eastbound/westbound approaches with dual dedicated left-turn lanes, and <br />single through and right-turn lanes. This improvement would minimize eastbound/ <br />westbound queueing while maximizing traffic signal green time for the northbound/ <br />southbound directions. <br />• Extend southbound left- and right-turn lanes to accommodate additional vehicle storage. <br />An illustration of recommended long-term improvements is shown in Figure 8. <br />
