John Slack, Perkins + Will May 2, 2016 <br />Land O’Lakes Expansion TS Update Page 22 <br /> <br /> <br />Summary and Conclusions <br />The following study summary and conclusions are offered for your consideration: <br />1) Results of the existing intersection capacity analysis indicate that all study intersections currently <br />operate at an acceptable overall LOS C or better during the a.m. and p.m. peak hours. In addition, <br />no significant side-street delays or queuing issues were observed in the field or traffic simulation, <br />except at the County Road F/Hamline Avenue and County Road F/Lexington Avenue signalized <br />intersections. <br />2) Once completed in the year 2018, the expanded Land O’Lakes headquarters is expected to employ <br />approximately 2,100 people. However, site capacity is estimated at approximately 2,500 employees. <br />Access to the site is proposed at the following locations: <br />a. County Road F: <br />i. Right-in/right-out access located approximately 950 feet east of Hamline Avenue opposite <br />an existing driveway (West Access) <br />ii. Full-access located opposite Innovation Way with traffic signal control <br />(Existing Central Access) <br />iii. Right-in/right-out access located approximately 525 feet west of Lexington Avenue <br />(Existing East Access) <br />b. Lexington Avenue: Full-access located approximately 925 feet south of County Road F <br />(Existing South Access) <br />3) Under year 2018 conditions, the expanded campus is expected to generate approximately 912 a.m. <br />peak hour, 789 p.m. peak hour, and 4,914 daily trips. Upon reaching employee capacity, the <br />expanded campus is expected to generate approximately 1,090 a.m. peak hour, 943 p.m. peak hour, <br />and 5,870 daily trips. <br />4) Lexington Avenue reconstruction between I-694 and Cummings Park Drive is expected to be <br />completed by the end of the year 2016. The County Road F/Lexington Avenue intersection will <br />be reconstructed to include northbound/southbound dual left-turn lanes and single right-turn <br />lanes as well as eastbound/westbound single left-turn lanes. In addition to the County Road F/ <br />Lexington Avenue intersection improvements, a raised median will be added along <br />Lexington Avenue within the study area. However, the Land O’Lakes South Access is expected <br />to remain a full-movement intersection. <br />5) Results of the year 2018 (i.e. year of opening) intersection capacity analysis indicate that all study <br />intersections are expected to operate at an acceptable overall LOS D or better during the a.m. and <br />p.m. peak hours. However, significant side-street delays and queuing issues were observed, <br />especially during the p.m. peak hour. <br />a. Consequently, a number of short-term geometric and traffic control improvements are <br />recommended for consideration (See Recommended Short-Term Improvements). <br />
