ARDEN HILLS CITY COUNCIL – JUNE 27, 2016 23 <br /> <br />Councilmember Holden appreciated the fact that an automatic dimmer would be installed, but <br />she questioned how it would be controlled. <br /> <br />City Planner Streff anticipated the City would be in contact with the applicant if a change <br />needed to be made to the lighting on the scoreboard. He stated the light would have a sensor that <br />would automatically control the brightness of the scoreboard. <br /> <br />Mayor Grant requested comment from the applicant. <br /> <br />Bob Madison, Activities Director at Mounds View High School, discussed the sound system that <br />would be used within the new scoreboard. He described how the sound would be able to be better <br />controlled through the new system. He reviewed a map of the site noting the areas where the <br />system would be the loudest. He believed the school district had a great relationship with the <br />surrounding neighbors and was more than willing to address their noise concerns. <br /> <br />Mayor Grant questioned what the decibel level was for the neighborhood with the current sound <br />system. <br /> <br />Mr. Madison was uncertain of the current decibel level. <br /> <br />Brian Grandstrand, AIM Electronics, reviewed the allowed decibel levels in further detail. He <br />listed the high schools in the metro area that had the same sound system. <br /> <br />Mayor Grant asked if the sound could be narrowed so as to impact fewer adjacent properties. <br /> <br />Mr. Grandstrand reported the angle of sound could be narrowed stating this had been done at <br />Sartell High School. <br /> <br />Mr. Madison explained he had invited the neighbors to attend a daytime scrimmage this fall in <br />order for them to hear the difference in the new system. He indicated the current system was not <br />adjustable but the new system would be. <br /> <br />Councilmember McClung expressed concern with how the small neighborhood on the other side <br />of Lake Valentine would be impacted by the new sound system. <br /> <br />Mr. Madison stated there are two houses on that lake. He believed that the sound from the <br />stadium would be controlled by the new sound system. He explained it would be a work in <br />progress and adjustments would be made. <br /> <br />Councilmember Holden commented that she was in favor of putting additional language in <br />writing regarding the lights in order to hold the school district accountable. <br /> <br />Mr. Madison understood this concern. <br /> <br />City Attorney Jamnik advised he would be drafting a Conditional Use Permit Amendment <br />Agreement for this request. He explained he would be addressing the Council’s concerns <br />regarding both sound and light.
