Andrew J. Brotzler, PE <br />Interim Director of Public Works/City <br />Engineer <br />Andy has almost 20 years of experience in the area of municipal and transportation <br />engineering. From 2002 to 2015 he was the City Engineer for the City of <br />Rosemount and was appointed Director of Public Works/City Engineer in 2009. As <br />Director of Public Works/City Engineer, he led the Public Works Department which <br />included Operations and Engineering and actively participated in all aspects of a <br />senior management role within the City. Andy has overseen the development of the <br />city’s comprehensive water supply, sewer and surface water plans. He has also <br />led the development of a transportation and transit plan for the city and maintains <br />pavement management program. <br />Over the years, Andy has led numerous public improvement projects with the city <br />of Rosemount that include neighborhood reconstruction projects, county road turn <br />back improvement projects, municipal cooperative agreement projects, and <br />municipal state aid projects. Through his involvement with these projects, Andy has <br />significant experience with the public involvement process, Chapter 429 process <br />and coordination with jurisdictional agencies. <br />PROFESSIONAL EXPERIENCE <br />Significant Projects Completed in the City of Rosemount <br />TH 3 Downtown Street and Utility Improvements – MnDOT cooperative <br />agreement project <br />TH 3/Connemara Trail/CR 38 Intersection and Signal System <br />Improvements – MnDOT cooperative agreement project <br />Connemara Trail Overpass <br />Chippendale Avenue/CSAH 42 Intersection and Signal System <br />Improvements – JPA with Dakota County <br />Development and construction of three municipal wells and water tower <br />Development of a city-wide pedestrian facility improvement plan <br />Development and implementation of a pavement management program <br />with an annual budget of $1.5 million <br />Old County Road 38 Street and Utility Improvement Project – $10.5 million <br />county road turnback project <br />Numerous development improvement projects <br />Andy’s additional project experience includes responsibility for the review and <br />oversight of residential, commercial, and industrial development projects. This <br />includes coordinating the plan review process through preliminary plat approval to <br />ensure that the city’s standards are maintained. It also includes the development <br />and administration of subdivision agreements and project financing. Over the past <br />thirteen years, residential development has resulted in an average of 300 new <br />construction building permits per year. <br />Andy continues to be actively involved in the City of Rosemount’s planning efforts <br />for the development of the UMore Park property, consisting of 5,000 acres.
