26 <br /> <br />FINANCE & ADMINISTRATIVE SERVICES <br /> <br />Function: General Government <br />Supervisor: Director of Finance and Administrative Services <br />Fund#: 101 <br />Activity#: 41500 <br /> <br />Activity Scope <br /> <br />The Finance Department conducts the financial affairs of the City of Arden Hills in accordance <br />with the Government Accounting Standards Board (GASB) and Generally Accepted Accounting <br />Principles (GAAP). This includes protecting the assets of the City, the initiation of financial <br />plans, investment and debt management, review and implementation of internal controls, and <br />accounting for every financial transaction of the City including accounts payable, accounts <br />receivable, payroll, and accounting control. The preparation of the annual audited financial <br />report and annual budget document are also facilitated through Finance. <br /> <br />The Finance and Administrative Services Department is responsible for coordinating Council <br />agendas, issuing business licenses and providing administrative support to other functional areas <br />within the City. Costs captured in this department include auditor fees, software maintenance, <br />network support fees, management of the website and audio visual equipment, office supplies <br />and postage. <br /> <br />The City Clerk’s responsibilities involve the management and retention of all official records and <br />documents of the City, serving as the City’s webmaster, as well as all election procedures. <br />Finance and Administrative Services Department staff includes the Director of Finance and <br />Administrative Services, Finance Analyst, Accounting Analyst, Accounting Clerk, City Clerk, <br />and Office Support Staff. <br /> <br />Objectives <br /> <br />1. Continue working to refine the financial management plan for the City. <br />2. Continue to produce a budget document in a format that received the GFOA’s <br />Distinguished Budget Presentation Award. <br />3. Continue to produce a Comprehensive Annual Financial Report (CAFR) and report for <br />the public (Popular Annual Financial Report – PAFR) that receives the GFOA’s award <br />for excellence in reporting. <br />4. Provide meaningful and timely financial reports and information to Council, <br />Commissions and other City Departments. <br />5. Streamline operations by providing more online services both internal and external to the <br />organization. <br />6. Conduct City elections. <br />7. Manage information technology and train personal. <br />8. Manage human resource functions and employee benefits. <br />
