ARDEN HILLS CITY COUNCIL – SEPTEMBER 12, 2016 9 <br /> <br />Councilmember Holmes recommended that the liaison burden be placed on the City Engineer <br />and not the applicant. <br /> <br />Mayor Grant agreed and suggested the consultation with the neighbor’s portion from Condition <br />7 be eliminated and that the City Engineer speak with the neighbors after a plan has been devised. <br />He questioned who the applicants would be receiving a drainage and erosion control permit from. <br /> <br />Interim Assistant Public Works Director/Assistant City Engineer Polka reported the <br />applicants would be receiving the permit for their drainage and erosion control plan from the City. <br /> <br />Councilmember McClung withdrew his motion. <br /> <br />MOTION: Councilmember Wicklund moved and Mayor Grant seconded a motion to <br />approve Planning Case 16-017 for a side yard setback Variance at 1536 <br />Edgewater Avenue, based on the findings of fact and submitted plans, as <br />amended by the six (6) conditions in the September 12, 2016, Report to the <br />City Council. <br /> <br />Councilmember Holmes stated while the majority of the Council was for the variance, she would <br />not be supporting the request. <br /> <br />Councilmember McClung indicated he would support the request with the understanding the <br />City Engineer will work with and speak with the adjoining property owners throughout the <br />grading and erosion control planning process. He understood the concerns being expressed by the <br />applicants and commented that the Council had to ensure that the proposed addition did not <br />adversely impact the adjoining property. <br /> <br />The motion carried 3-1 (Holmes opposed). <br /> <br />8. PUBLIC HEARINGS <br /> <br />A. Rice Creek Commons (TCAAP) Development Discussion Opportunity for <br />Residents <br /> <br />Mayor Grant stated under the Public Hearing section, citizens would have an opportunity to <br />discuss ideas regarding the TCAAP development. <br /> <br />Mayor Grant opened the public hearing at 8:40 p.m. <br /> <br />With no one coming forward to speak, Mayor Grant closed the public hearing at 8:41 p.m. <br /> <br />B. Approve Resolution 2016-028 Adopting and Confirming Quarterly Special <br />Assessments for Delinquent Utilities <br /> <br />Finance Analyst Perrault stated delinquent utility amounts are certified to Ramsey County <br />quarterly. A list of utility accounts with a delinquent balance was compiled and notices dated <br />August 5, 2016 were mailed. These customers were informed of their delinquent status and were
