City of Arden Hills <br />City Council Meeting for October 31, 2016 <br />P:\Planning\Planning Cases\2016\PC 16-024 - Arden Plaza - 1150 County Road E - Final PUD\Memos_Reports_16-024 <br />Page 1 of 9 <br />NEW BUSINESS – 9A <br />MEMORANDUM <br />DATE: October 31, 2016 <br />TO: Honorable Mayor and City Councilmembers <br />Sue Iverson, Interim City Administrator <br />FROM: Matthew Bachler, Senior Planner <br />SUBJECT: Planning Case #16-024 <br />Applicant: MedExpress <br />Property Location: 1150 County Road E West <br />Request: Final Planned Unit Development <br />Recommended Action <br />Motion to approve Planning Case 16-024 for a Final Planned Unit Development (PUD) for Phase <br />II of the Arden Plaza Master PUD at 1150 County Road E West, based on the findings of fact <br />and submitted plans, as amended by the seventeen conditions in the October 31, 2016, Report to <br />the City Council. <br />Background <br />The City approved a Master PUD for the Arden Plaza retail center in 2009 (Planning Case 09- <br />011). This site is situated at the southwest corner of the County Road E and Lexington Avenue <br />intersection, and is approximately 11 acres in size. The approved plans included the demolition <br />of an existing office complex and the phased redevelopment of the site to be completed in three <br />stages. A total of 97,035 square feet of retail and commercial building space was approved under <br />the original PUD. For each successive phase of the redevelopment, a Final PUD plan is required <br />to be submitted to verify general conformance with the Master PUD and to provide more <br />detailed development plans for the phase to be implemented. <br />Phase I of the Master PUD was completed in 2012 and included the construction of the <br />Walgreens Pharmacy, modifications to parking and circulation within the retail center, and <br />stormwater management improvements. The Tavern Restaurant on Lexington Avenue, which is <br />currently under construction, is identified as Phase III of the Master PUD.
