Discussion <br /> Staff has reviewed the fee schedule and has found our City's rates to be comparable to other <br /> cities. <br /> A few changes are being recommended and they are noted in red bold print on the attached 2017 <br /> Fee Schedule. A brief explanation of the reason for the changes is provided below. <br /> Building Construction <br /> There will be an increase from $40.00 to $63.25 for the building permit reinspection fee as well <br /> as the fire protection permit reinspection fee. This is per Minnesota State Statute 326B.153. Staff <br /> recommends a language change to note that the State Surcharge (based on valuation) and fees for <br /> building permits and fire protection permits shall be based according to the 2016 State Statute <br /> 326B.153. <br /> Miscellaneous <br /> At its November 14, 2016, meeting, the City Council approved the requirement that tree <br /> contractors obtain a City license for tree trimming/services. The proposed fee is $50.00. <br /> Parks & Recreation <br /> Staff is proposing an increase in Community Garden Plot fees. The fees would increase from <br /> $36.00 plus applicable tax to $38.00 plus applicable tax for one plot, and from $18.00 plus <br /> applicable tax to $19.00 plus applicable tax for an additional (second)plot. <br /> Planning and Zoning <br /> In 2016, the City Council approved a Zoning Code amendment to create new regulations for <br /> commercial outdoor display and sales areas. Under the new regulations, an administrative permit <br /> is now required. Applicants are required to provide a site plan showing the location and <br /> dimensions of the display and sales area. Staff is proposing that the fee for this permit be set at <br /> $100.00. The proposed fee would cover staff costs associated with reviewing the permit <br /> application and completing a follow-up inspection of the property. <br /> Zoning Permit language has been modified to include the following: decks under 30", driveways, <br /> fences, sheds and temporary structures. <br /> Utility Rates <br /> Staff proposes a 2% increase in utility rates/charges and a 3% increase to the surface water <br /> charges, per quarter. <br /> Requested Action <br /> Staff would like Council feedback on the proposed 2017 Fee Schedule. <br /> Attachment <br /> Attachment A: Redlined Version of Ordinance 2016-010—Appendix A—2017 Fee Schedule <br /> Page 2 of 2 <br />
