<br />Proposal / Scope of Work <br />The City of Arden Hills is planning a rehabilitation project for the tennis court located in Johanna Marsh <br />Park. The playing surface is severely degraded and is currently closed to the public. The City requested <br />assistance from Ramsey County to determine the boundary of the wetland adjacent to the tennis court <br />in preparation for the project. <br />The park is located in the southwest corner of an 8.97-acre city owned parcel at 3168 Ridgewood Rd. <br />The parcel is mostly wetland surrounded by residential housing. Ridgewood Road borders on the west <br />with private property along the south boundary, Snelling Avenue 350 feet to the east, and Lake Johanna <br />670 feet to the northwest. <br />A staff person from Ramsey County with MnWDCP Wetland Delineator certification performed a <br />wetland delineation of the site on August 18, 2016. The delineation used standards set in the Army <br />Corps of Engineers 1987 Wetland Delineation Manual and the 2012 Northcentral and Northeast <br />Regional Supplement. Ramsey County submits this report for WCA Technical Evaluation Panel review on <br />the behalf of the City of Arden Hills. <br />Map Review <br />The National Wetland Inventory and Public Waters Inventory map layers (See Figure 2. Johanna Marsh <br />Park NWI-PWI Map) indicate a long-term presence of a wetland on the parcel. The NWI layer maps a <br />1.03-acre Freshwater Pond / Deep Marsh. The PWI layer labels the 7.26-acre area as Public Water <br />Wetland #62-0199. Area <br />under the tennis <br />court location <br />may be an <br />upland/wetland <br />transition. <br />Darker, <br />possible <br />wetland <br />vegetation is <br />more <br />prevalent <br />extending <br />southwest to <br />the tennis <br />court <br />location. <br />Development <br />of parcel to <br />the <br />northwest <br />altered the <br />drainage <br />ditch. <br />Wetland <br />area looks <br />“wetter”. <br />Visible <br />wetland <br />vegetation <br />extends <br />toward the <br />south end of <br />the parcel <br />along east <br />side of the <br />tennis court. <br />It appears to <br />stop before <br />reaching the <br />southern <br />edge of the <br />court. <br />The wetland <br />footprint is <br />similar to the <br />1985 aerial. <br />The wetland <br />width is <br />wider at the <br />southern tip <br />than in 1985. <br />The wetland <br />is mostly <br />unchanged. <br />More tree <br />growth <br />around the <br />perimeter. <br />Wetland <br />footprint <br />ends north <br />of southern <br />edge of <br />tennis <br />court. <br />City of Arden Hills - Johanna Marsh Park Tennis Court Rehab Page 3 of 24
