ARDEN HILLS CITY COUNCIL WORK SESSION – OCTOBER 17, 2016 7 <br /> <br />Councilmember Holden understood the developer needed some flexibility to be able to move the <br />parks within the neighborhoods. <br /> <br />Councilmember McClung requested further clarification on this matter and asked that staff <br />report back to the City Council. He explained that any adjustments within that 10% would have <br />to be brought to the Council for review and approval. <br /> <br />Senior Planner Bachler discussed which items could be approved by the JDA and which would <br />have to be referred to the City Council. <br /> <br />Councilmember Wicklund wanted to see the developers have enough flexibility to be able to <br />reduce the parks by 10% without requiring the developer to return to the City Council. <br /> <br />Councilmember Holmes recommended the language remain as is. <br /> <br />Mayor Grant agreed. <br /> <br />Councilmember McClung believed it was in the developer’s best interests to keep the parks as <br />large as possible. <br /> <br />Councilmember Holden reported she was still against allowing a 15-story building within the <br />corporate campus. She asked if retail uses would be allowed in the Town Center. <br /> <br />Senior Planner Bachler stated this would be allowed. <br /> <br />Mayor Grant questioned if the TRC would allow for retail below grade. <br /> <br />Councilmember Wicklund liked this idea and encouraged the developer to consider this option. <br /> <br />Mr. Shaver stated the code was silent on this matter but indicated the developer could explore <br />this concept. <br /> <br />Senior Planner Bachler shifted the discussion to setbacks within residential neighborhoods. <br /> <br />Councilmember Holmes expressed concern that the TRC had no language to address a setback <br />requirement from the wildlife corridor trail. <br /> <br />Mr. Stutz explained there would be a 30-foot setback from the wildlife corridor. <br /> <br />Further discussion ensued regarding the neighborhood setbacks and architectural elements. <br /> <br />The Council was in favor of having a 30-foot setback in place for the wildlife corridor and <br />recommended the 20-foot maximum setback for open spaces be eliminated. <br /> <br />Mayor Grant recommended the warranty language within the TRC be eliminated. <br />
