<br /> <br /> PUBLIC HEARING – 7C <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: December 12, 2016 <br /> <br />TO: Honorable Mayor and City Council Members <br /> Susan Iverson, Interim City Administrator/Director of Finance and Admin Services <br /> <br />FROM: Dave Perrault, Finance Analyst <br /> Pang Silseth, Accounting Clerk <br /> <br />SUBJECT: Adopting and Confirming Quarterly Special Assessments for Delinquent Utilities <br /> <br /> <br />Background: <br /> <br />Delinquent utility amounts are certified to Ramsey County quarterly. <br /> <br />A list of utility accounts with a delinquent balance was compiled and notices dated November 7, <br />2016 were mailed. These customers were informed of their delinquent status and were asked to <br />make payment of the delinquent balance by December 7, 2016. Utility accounts with an unpaid <br />delinquent balance after December 7, 2016 would be certified to Ramsey County to be added to <br />property taxes payable in 2017. The certification amount is equal to the unpaid delinquent balance <br />plus an eight percent penalty. <br /> <br />A list of remaining delinquent utility accounts, as of December 8, 2016 is attached. The City will <br />request that Ramsey County levy the delinquent balances against the respective properties. <br /> <br />Recommended Action: <br /> <br />Motion to approve Resolution 2016-044 certifying the attached list of delinquent utility accounts to <br />Ramsey County. <br /> <br />Attachments <br /> <br />Attachment A: Resolution No. 2016-044 <br />Attachment B: List of Delinquent Utility Accounts
