ARDEN HILLS CITY COUNCIL – OCTOBER 31, 2016 10 <br /> <br />AMENDMENT: Councilmember Holden moved and Councilmember Holmes seconded <br />an amendment requiring the applicant to install a sidewalk along the <br />property line to the Red Cross/stop sign. <br /> <br />Councilmember Wicklund stated he would not support the amendment. <br /> <br />Councilmember Holmes did not see why MedExpress should be required to put in a sidewalk <br />when they do not own the land. <br /> <br />Councilmember Holden stated Arden Plaza owns this property and the Council was being asked <br />to approve an Arden Plaza PUD. <br /> <br />Mayor Grant questioned the length of the requested sidewalk. <br /> <br />Senior Planner Bachler estimated the sidewalk would be three or four feet in length. <br /> <br />Councilmember Holden requested the Council not miss this opportunity to make a valuable <br />sidewalk connection. <br /> <br />Councilmember Holmes did not object to having a sidewalk at this location. However, she <br />questioned who would be paying for the sidewalk. <br /> <br />Mayor Grant anticipated the owner of the property would work this out with MedExpress. <br /> <br />Councilmember Holmes called the question. <br /> <br />The amendment failed 2-3 (Holmes, McClung and Wicklund opposed). <br /> <br />Councilmember Holden did not believe that marked crosswalks could be required if a sidewalk <br />could not be required. <br /> <br />Mayor Grant questioned if the Council could make a recommendation regarding the crosswalk. <br /> <br />Senior Planner Bachler indicated that staff would work with the City Attorney to address this <br />within the Development Agreement. <br /> <br />Mayor Grant recommended that the pedestrian crossing issue be addressed within the <br />Development Agreement. <br /> <br />Councilmember McClung suggested the sidewalk connection also be considered within the <br />Development Agreement. <br /> <br />The Council was in agreement. <br /> <br />Councilmember Holden requested Condition 18 be added stating: The tower lights will only be <br />lit during hours of operation. <br />
