ARDEN HILLS CITY COUNCIL SPECIAL WORK SESSION – NOVEMBER 14, 2016 3 <br /> <br />Mayor Grant requested the first questions be reworded to ask what the public likes. <br /> <br />Councilmember Holden suggested the reference to TCAAP being a once in a lifetime project be <br />changed to read a critically important development. <br /> <br />Councilmember Holmes asked what natural and historic features were being honored on the <br />TCAAP site. <br /> <br />Ms. Kvilvang recommended the word historic be removed. <br /> <br />Further discussion ensued regarding the survey questions and the talking points for the open <br />house. <br /> <br />Councilmember Holden requested the developer address a pedestrian connection to ensure <br />TCAAP was connected to the remainder of Arden Hills. She feared that TCAAP would only be <br />pedestrian friendly within TCAAP. <br /> <br />Councilmember Holmes feared that residents would misunderstand the uses that would be <br />located in the Town Center and encouraged staff to remind the public that the boards being <br />presented were concept plans. <br /> <br />Mayor Grant requested the return on investment language be removed from Item 10. He <br />reiterated that the spine road was to be owned by the County. He recommended the language <br />regarding the Civic area be rewritten. <br /> <br />Councilmember Holmes stated the City’s goal was to have up to 10% of the units within <br />TCAAP be affordable. <br /> <br />The Council offered additional direction and clarification to staff on the talking points. <br /> <br />B. TCAAP Park Costs <br /> <br />Interim Public Works Director/City Engineer Brotzler explained staff had been developing <br />high level park costs for Creek, Town Center and Hill Parks. The cost estimates were reviewed in <br />detail with the Council. <br /> <br />Ms. Kvilvang discussed the TCAAP park plans within the TRC. She explained staff had tried to <br />complete a high-level park plan and noted the numbers were reviewed with the developer. She <br />explained a formal plan was not in place and noted all numbers were estimates. It was noted a <br />20% contingency was included in the estimates. <br /> <br />Councilmember Holden asked what the difference was between a park building and a picnic <br />shelter. <br /> <br />Alex Duval, Duval Development, explained a park building would be an enclosed building with <br />flush toilets, while a picnic shelter would be an open air pavilion. <br />
