CONSENT ITEM – 5B <br /> <br /> MEMORANDUM <br /> <br />DATE: December 12, 2016 <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Sue Iverson, Interim City Administrator/Director of Finance and <br />Administrative Services <br /> <br />SUBJECT: 2017 Employee Compensation Plan – Non Union Employees <br /> <br /> <br />Background <br /> <br />Annually the City sets the compensation for non-union employees for the next calendar year <br />at its meeting in December. <br /> <br />Discussion <br /> <br />Annually, the City Council evaluates its compensation plan and determines if a cost of living <br />adjustment (COLA) is appropriate. After evaluating the surrounding communities, most <br />communities are adopting a 2% - 3% increase. The 2017 budget was prepared with a 2.5% <br />increase for employees in 2017 as directed by Council. This, in effect, helps to maintain the <br />City’s place in the market compared to surrounding communities and its comparables. <br /> <br />The seasonal employee compensation plan has been reviewed by staff and adjustments have <br />been made to comply with minimum wage laws. <br /> <br />Attached for Council approval are the compensation plans for January 1, 2017, for non-union <br />employees as well as the proposed 2017 seasonal employee compensation plan. <br /> <br />Council Action <br /> <br />Motion to approve the 2017 Employee Compensation Plan for non-union employees effective <br />January 1, 2017 as presented and the Parks and Recreation/Public Works 2017 Part-time scale <br />as presented. <br /> <br /> <br /> <br />Attachment A: Non-union employee compensation plan <br />Attachment B: Proposed Park and Recreation seasonal employee compensation plan
