ARDEN HILLS SPECIAL CITY COLINCIL _ DECEMBER 19, 2016 <br />Mayor Grant stated he could not consider two of the candidates, David Sand or Steven Jones. <br />He then discussed why he supported Kyle Lassen serving as the JDA Chair. He believed Kyle <br />had a great background in leadership and bringing people together. He anticipated that Jonathan <br />Wicklund would also serve the group well as the Chair. <br />Councilmember Holmes thought the two best candidates would be Jonathan and David Sand. <br />She feared that Kyle Lassen had no background on the TCAAP development when compared to <br />Jonathan Wicklund and David Sand. <br />Councilmember McClung agreed. He believed David Sand and Jonathan Wicklund had more <br />experience with the development and could serve the City well as the Chair of the JDA. <br />Councilmember Holden did not believe that David Sand has kept the City's best interests in <br />mind while serving as the JDA Chair. She discussed the interviews held with the JDA Chairs and <br />commented David Sand has made things about him and not the City. She commented on Kyle <br />Lassen and Steven Jones' work history. She believed Jonathan Wicklund should be taken out of <br />consideration given the fact that he wanted to be on the Council but wasn't willing to campaign <br />for re-election, was unwilling to talk to residents while currently on the Council and was <br />unwilling to help with other City committees. She stated she would support Steven Jones or Kyle <br />Lassen before Councilmember Wicklund given their level of commitment to the City. <br />Mayor Grant stated David Sand would be his last choice as the JDA Chair. <br />Councilmember Wicklund commented he respected what the Council does and greatly respected <br />the importance of the decision concerning the JDA Chair. He explained he would be abstaining <br />from this vote. His preference would be for the Council to come to a consensus as a group. <br />Mayor Grant stated he could support Jonathan Wicklund or Kyle Lassen as the JDA Chair. <br />Councilmember Holmes indicated her top two candidates were Jonathan Wicklund or David <br />Sand. <br />Councilmember Holden stated that she believed David Sand would be the best candidate. <br />Mayor Grant did not believe that David Sand properly represented the best interests of the City <br />and commented he was difficult to deal with. He indicated the Chair was supposed to be a neutral <br />position and he wanted to be assured that the individual appointed remained neutral. <br />Councilmember McClung stated three members of the Council have mentioned Jonathan <br />Wicklund as an acceptable Chair for the JDA. <br />Councilmember Holmes recommended the Mayor nominate Jonathan Wicklund to serve as the <br />JDA Chair. <br />MOTION: <br />Joint Development AuthoritY. <br />Councilmember Holden expressed concem with the JDA Chair taking legal advice.
