<br />City of Arden Hills <br />City Council Meeting for January 9, 2017 <br /> <br />Page 13 of 17 <br />The Planning Commission reviewed Planning Case 16-029 at their regular meeting on November <br />9, 2016. During the meeting, there was discussion on the comments provided by Ramsey Co unty <br />with regards to both access locations. Initially, the County requested that both locations be <br />revised. The concern relating to the County Road F access was that it does not line up with the <br />Gradient access to the north. The request for the Lexington Avenue access was that it be moved <br />to the south to allow space to add a turn lane leading to the access. The County allowed the <br />Applicant to submit an explanation on why either, or both, of the requests were not feasible. <br />After reviewing the Applicant’s report, the County is amenable to allowing the County Road F <br />access to remain where it had been proposed. They requested that the turn lane still be added to <br />the Lexington Avenue access. The Applicant complied with the County’s request and submitted <br />updated plans, showing the Lexington Avenue access further south and the addition of a turn <br />lane. This report reflects the changes in the plans. <br /> <br />Findings of Fact: <br /> <br />The Planning Commission reviewed Planning Case 16-029 at their regular meeting on November <br />9, 2016. Minutes from the meeting are included in Attachment H. The Planning Commission <br />offers the following findings of fact for consideration: <br /> <br />1. The applicant is requesting approval of a Preliminary Plat, Final Plat, Master Planned <br />Unit Development (PUD) Plan, Final PUD Plan and Conditional Use Permit for the <br />Bremer Bank redevelopment project at 4061 Lexington Avenue North. <br />2. Phase 1 of the plan includes the demolition of the existing bank building, the construction <br />of the new bank and significant tree removal. <br />3. Phase 2 of the plan includes the construction of the multi-tenant commercial building. <br />4. Phase 3 of the plan includes the construction of the daycare facility. <br />5. The PUD process allows for flexibility within the City’s regulations through a negotiated <br />process with a developer. <br />6. Bremer Bank property is comprised of 4.86 acres. <br />7. The Bremer Bank property is located at 4061 Lexington Avenue North. <br />8. The Bremer Bank property is located in the I-1 – Limited Industrial District. <br />9. The bank and daycare uses are permitted uses in the I-1 – Limited Industrial District. <br />10. Flexibility through the PUD is requested to allow retail as a principal use on Lot 3, as it is <br />currently only allowed as an accessory use in the I-1 District. <br />11. The Preliminary Plat, Final Plat, Master Planned Unit Development (PUD) Plan, Final <br />PUD Plan and Conditional Use Permit are in substantial conformance with the <br />requirements set forth in the City’s Zoning Code and design standards. <br />12. Where the plan is not in conformance with the City’s Zoning Code, flex ibility has been <br />requested by the applicant. <br />13. The applicant is requesting approval of a Preliminary and Final Plat to split the existing <br />lot into three new lots. <br />14. The applicant is requesting Conditional Use Permit approval to allow a restaurant use in <br />the multi-tenant commercial building on Lot 3.
