The <br />developer has provided a site plan showing internal traffic circulation with the completion of <br />Phase 2 (Attachment C). In conjunction with Phase 3, a new access driveway would be <br />constructed in alignment with the Target service road. The approved Development Agreement <br />for Lexington Station states that Ramsey County will condition approval of this new driveway on <br />the installation of necessary traffic controls at the intersection, which may include a signal. The <br />two access driveways on Red Fox Road would remain as well. Modifications may be required to <br />these driveways to accommodate the Phase 2 development. <br /> <br />A traffic study was completed by SRF for the original proposal in 2013. One of the <br />recommendations of the study was that an eastbound right-turn lane at the Lexington <br />Avenue/Red Fox Road intersection be constructed at the time Phase 3 is completed. Given the <br />existing levels of congestion at this intersection, the City may want to consider working with the <br />developer and Ramsey County to determine if this right-turn lane can be installed as part of <br />Phase 2 of the development. <br /> <br /> <br />Requested Action <br /> <br />Roberts Management has requested a Concept Plan Review for proposed modifications to the <br />Lexington Station Master Planned Unit Development (PUD) and their Phase 2 plans.
