Joynes, Sr., City Administrator SUBJECT: Rice Creek Commons Municipal Site Task Force Background At its workshop on January 30, 2017 the City Council directed staff to prepare the structure and charge of a Task Force to investigate and recommend to the City Council options for the development of the Municipal Site designated in the Town Center portion of Rice Creek Commons. Appointments to the Task Force will have a duration of two years. The Task Force will have the support of a consulting firm (TBD) to guide their process to conclusion and will be additionally supported by City engineering staff for technical assistance. It is the intent of the Council to have the Task Force investigate possible uses for the property including, but not limited to, a city hall, community center, recreational and fitness center, and event and educational center options. The Council’s expectations are that the Task Force will review existing facilities in neighboring communities, investigate partnership opportunities and provide, to the extent possible, financial and staffing implications for the options considered. Under the current TRC agreement the City has two years from execution of the Master Development Agreement to provide a construction ready use for the site to take advantage of the financing offer from the developer for the provision of underground parking and infrastructure at no cost to the City and a land cost of one dollar. The Council has requested that the membership of the Task Force be established as follows: Two members each: Planning Commission Parks, Trails and Recreation Committee Financial Planning and Analysis Committee Economic Development Commission One member City Communications Committee The City Representative to: Northeast Youth and Family Services CTV North Cable Commission NEW BUSINESS –8C MEMORANDUM
