Joynes, Sr., City Administrator <br /> <br />SUBJECT: Rice Creek Commons Municipal Site Task Force <br /> <br /> <br />Background <br />At its workshop on January 30, 2017 the City Council directed staff to prepare the structure and <br />charge of a Task Force to investigate and recommend to the City Council options for the <br />development of the Municipal Site designated in the Town Center portion of Rice Creek <br />Commons. Appointments to the Task Force will have a duration of two years. The Task Force <br />will have the support of a consulting firm (TBD) to guide their process to conclusion and will be <br />additionally supported by City engineering staff for technical assistance. <br /> <br />It is the intent of the Council to have the Task Force investigate possible uses for the property <br />including, but not limited to, a city hall, community center, recreational and fitness center, and <br />event and educational center options. The Council’s expectations are that the Task Force will <br />review existing facilities in neighboring communities, investigate partnership opportunities and <br />provide, to the extent possible, financial and staffing implications for the options considered. <br /> <br />Under the current TRC agreement the City has two years from execution of the Master <br />Development Agreement to provide a construction ready use for the site to take advantage of the <br />financing offer from the developer for the provision of underground parking and infrastructure at <br />no cost to the City and a land cost of one dollar. <br /> <br />The Council has requested that the membership of the Task Force be established as follows: <br /> Two members each: <br /> Planning Commission <br /> Parks, Trails and Recreation Committee <br /> Financial Planning and Analysis Committee <br /> Economic Development Commission <br /> One member <br /> City Communications Committee <br /> The City Representative to: <br /> Northeast Youth and Family Services <br /> CTV North Cable Commission <br />NEW BUSINESS –8C <br /> MEMORANDUM <br />
