ARDEN HILLS SPECIAL CITY COUNCIL – DECEMBER 19, 2016 3 <br /> <br />committees and/or commissions. The City Council appreciated the insightful discussions with <br />each candidate during the interview process and felt that all candidates were qualified to serve on <br />the JDA. The City Council needs to have a discussion as to who to appoint as the JDA Chair for <br />2017-2018. <br /> <br />Mayor Grant recommended Brenda Holden be reappointed as a JDA representative. He believed <br />this was in the City’s best interests in order to give a voice to those that oppose the proposed plan. <br /> <br />MOTION: Mayor Grant recommended Councilmember Brenda Holden be appointed as <br />a Commissioner on the Joint Development Authority. <br /> <br />Councilmember Wicklund asked if there was another member on the City Council that was <br />interested in serving on the JDA. <br /> <br />Councilmember McClung stated he was interested in serving on the JDA. He indicated he was <br />concerned with the tone of the JDA meetings and believed the two appointed to this group would <br />have to represent the City well. He believed he would represent the City well and could work <br />with the developer in order to benefit the City. It was his opinion it was time for the JDA to have <br />some new blood. <br /> <br />Mayor Grant commented Councilmember McClung and Councilmember Holden were the only <br />two interested in serving on the JDA. He clarified that he too was interested in continuing to <br />serve on the JDA. <br /> <br />Councilmember Holden explained she knew the TRC better than anybody in the City. She <br />indicated she would support the plan that was approved by the majority of the Council. <br /> <br />Councilmember Wicklund questioned what other liaison duties the Councilmembers would <br />have in 2017. <br /> <br />Mayor Grant reviewed the liaison positions and noted final assignments would be approved in <br />January. <br /> <br />Councilmember Holmes did not believe that just because a member opposed the TRC plan that <br />they better represented the voice of the City. She too had concerns about the tone at the JDA <br />meetings and for this reason, she supported Councilmember McClung being appointed as a JDA <br />representative. <br /> <br />The motion failed 2-3 (Holmes, McClung and Wicklund opposed). <br /> <br />MOTION: Mayor Grant recommended Councilmember Dave McClung be appointed as <br />a Commissioner on the Joint Development Authority. The motion carried 3-2 <br />(Mayor Grant and Holden opposed). <br /> <br />MOTION: Mayor Grant recommended he be appointed as a Commissioner on the Joint <br />Development Authority. The motion carried (5-0). <br />
