Project Approach to Scope of Work / 14 <br />A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills <br />Public Engagement <br />An effective public engagement strategy begins with an <br />assessment of the stakeholders and the project itself to <br />determine the most appropriate level of engagement. <br />WSB’s assessment takes into account factors such as: <br /> ·Potential impacts of the project on the community; <br /> ·Potential for the community engagement to impact the <br />final product; <br /> ·The level of public participation desired by decision- <br />makers; <br /> ·Complexity of the project; <br /> ·Expected level of controversy; <br /> ·Benefits of engaging the public; <br /> ·The degree of involvement desired by the public. <br />In the case of Arden Hills’s 2040 Comprehensive Plan, <br />WSB would recommend an “Involve” level of community <br />engagement. This level includes 2-way communication <br />throughout the project between planners, City leaders <br />and the public. An Involve process means that the <br />project team will work directly with the public throughout <br />the process to ensure that their concerns and ideas are <br />consistently understood and considered. Our promise to <br />the public is that we will work with them to ensure that their <br />concerns and ideas are directly reflected in the alternatives <br />developed for the Plan. We will also provide feedback to <br />the public on how their input influenced the Plan. <br />WSB’s public engagement process will begin with a <br />Community Engagement Plan with the City, which <br />includes a set of tools that will be used throughout the <br />process and a timeline for when they will be used. In <br />developing the plan, WSB will work with City staff and <br />the Planning Commission to: establish a consensus on <br />community engagement goals; identify stakeholders; <br />analyze stakeholders on their ability to contribute <br />and possible barriers to effective engagement; and <br />assign roles and responsibilities throughout the public <br />engagement process. <br />To accomplish an effective Involve level of <br />engagement, WSB is offering the following: <br />1. Formal interactions at City Hall. <br />2. The use of mySidewalk to provide a website <br />and portal to encourage a 24-hours-a-day, <br />7-days-a-week and 365-days-a-year engagement <br />opportunity. <br />3. One Open House near the end of the process <br />(prior to the public hearing) to present what public <br />input has been received so far, how it has been <br />incorporated into the Comprehensive Plan (or <br />not), and to provide an opportunity to review and <br />comment on the draft plan. <br />4. Required Public Hearing.
