Page 2 of 2 <br /> <br />Two firms provided quotes for the appraisal services: BRKW and Patchin Messner Dodd & <br />Brumm. Of the quotes received, BRKW was the lower amount at $18,000. The received quotes <br />have been provided as an attachment. The request for quotes included a requirement that the <br />appraisal reports be completed within 12 weeks of the authorization to proceed. BRKW has <br />noted in their proposal they would be able to complete the work within this timeframe. <br /> <br />Firm Cost <br />BRKW $18,000.00 <br />Patchin Messner <br />Dodd & Brumm $19,000.00 <br />Kelly Lindstrom Did not submit proposal <br /> <br />Fiscal Impact <br /> <br />The appraisal for the two City-owned properties was not specifically included in the adopted <br />2017 budget. The General Fund includes $120,000 in Planning & Zoning for Professional <br />Services. Of this total amount, $100,000 was budgeted for the 2040 Comprehensive Plan Update <br />with the remaining $20,000 reserved for other professional services as needed. <br /> <br />On February 13, 2017, the City Council approved a contract with WSB in the amount of $30,000 <br />to complete a Higher Education Study in 2017. This study will be financed using the Planning & <br />Zoning Professional Services funds in the General Fund. On March 13, 2017, the City Council <br />will consider a proposal from WSB to complete the Comprehensive Plan for a total cost of <br />$100,300. This item includes a recommendation from staff that the City Council consider <br />financing portions of the Comprehensive Plan using the Sewer, Stormwater, and Water Funds, in <br />addition to the General Fund. If the Comprehensive Plan proposal is approved, the total impact <br />to the General Fund would be reduced to $52,300. <br /> <br />The Comprehensive Plan and Higher Education Study together would have an impact of $82,300 <br />to the General Fund, leaving a remaining balance of $37,700 for Planning & Zoning Professional <br />Services.
