Project Approach to Scope of Work / 12 <br />A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills <br />Implementation and Capital Improvement Plan <br />WSB is committed to developing actionable implementation plans with all of the Comprehensive <br />Plans we do. Because we are municipal planners, we understand what it takes to bring plans to <br />fruition and the level of specificity required by staff. <br />Funding Opportunities <br />The WSB team will also include funding opportunities within the Implementation chapter of the <br />Plan. Arden Hills may be eligible for Livable Communities, Brownfield and other grants to assist <br />with the implementation of the Plan. At WSB, we believe that it is our responsibility to bring funding <br />opportunities to the cities we serve. As such, we have developed a dedicated grant and funding <br />committee comprised of WSB staff members from our various service areas. These specialists <br />will be able to discover new funding opportunities for the City. They will also prepare any funding <br />applications the City would like to pursue. <br />WSB staff has assisted our clients with grant/funding applications resulting in almost $30 million in <br />financial assistance in 2016. We are highly experienced and successful in preparing applications for the <br />following funding sources: Metropolitan Council LCDA Grants, MnDNR Trail Grants, Legacy Partnerships, <br />SRTS Funding, MnDOT HSIP, LRIP, BSWR Clean Water Funds, Watershed District Grants, MDH <br />Funding, Public Facilities Authority (PFA) Loans, DEED, CIMS Grants, AAA Funding for Pedestrian Safety <br />Improvements, USDA Rural Development Grants and Loans, and State Revolving Loans. <br />As a value-added service, WSB offers an annual funding analysis for client cities to address the <br />needs of their top priorities. WSB does not charge for this service. <br />Public Engagement <br />An effective public engagement strategy begins with <br />an assessment of the stakeholders and the project <br />itself to determine the most appropriate level of <br />engagement. WSB’s assessment takes into account <br />factors such as: <br /> ·Potential impacts of the project on the community; <br /> ·Potential for the community engagement to impact <br />the final product; <br /> ·The level of public participation desired by <br />decision-makers; <br /> ·Complexity of the project; <br /> ·Expected level of controversy; <br /> ·Benefits of engaging the public; <br /> ·The degree of involvement desired by the public. <br />To accomplish an effective Involve level of <br />engagement, WSB is offering the following: <br />1. Formal interactions at City Hall. <br />2. The use of mySidewalk to provide a website and <br />portal to encourage a 24-hours-a-day, 7-days-a-week <br />and 365-days-a-year engagement opportunity. <br />3. Required Public Hearing.
