<br />City of Arden Hills <br />City Council Meeting for March 13, 2017 <br />P:\Planning\Planning Cases\2017\PC 17-002 - Boston Scientific - Site Plan Review\Memos_Reports_17-002 <br /> <br />Page 2 of 4 <br /> <br />Plan Review <br /> <br />A Site Plan Review is required by the City’s Zoning Code for the reorganization of parking, <br />drives, and entrances within any industrial district. A full evaluation of the proposal was <br />presented to the Planning Commission at their regular meeting on February 8, 2017. The staff <br />report to the Planning Commission is included in Attachment E. The proposed parking area is in <br />conformance with the approved PUD for the campus and the underlying I-1 Zoning District <br />regulations. <br /> <br />The Planning Commission requested that Boston Scientific provide additional information on the <br />exterior lighting for the parking area for the City Council’s review of this case. A photometric <br />plan of the parking area and information on the proposed light fixtures are included in <br />Attachment D. The proposed lighting meets the design standards included in Section 1325.05, <br />Subd. 3 of the Zoning Code. <br /> <br />Additional Review <br /> <br />Building Official <br />The Building Official reviewed the plans for the project and had no additional comments. <br /> <br />City Engineer <br />The Building Official reviewed the plans for the project and had no additional comments. <br /> <br />Lake Johanna Fire Department <br />The Lake Johanna Fire Marshall reviewed the plans for the project and had no additional <br />comments. <br /> <br />Rice Creek Watershed District <br />Boston Scientific has a permit in place from the Rice Creek Watershed District that includes the <br />proposed parking and drop-off area. <br /> <br />Findings of Fact <br /> <br />The Planning Commission reviewed Planning Case 17-002 at their regular meeting on February <br />8, 2017. Draft minutes from the meeting are included in Attachment F. The Planning <br />Commission offers the following findings of fact for consideration: <br /> <br />1. The applicant has requested approval of a Site Plan Review in order to construct a new <br />parking and drop-off area for the daycare facility located in Building 10 on the Boston <br />Scientific campus at 4100 Hamline Avenue North. <br />2. A Site Plan Review is required by the City’s Zoning Code for the reorganization of <br />parking, drives, and entrances within any industrial district.
