ARDEN HILLS PLANNING COMMISSION – February 8, 2017 2 <br /> <br />5. The proposal is conformance with the landscape lot area requirements for properties in <br />the I-1 Limited Industrial Zoning District as required by Section 1320.06 of the Zoning <br />Code. <br />6. The proposal is in conformance with the off-public street parking requirements included <br />in Section 1325.06, Subd. 1 of the Zoning Code. <br />7. The proposal is not expected to adversely impact the surrounding neighborhood or the <br />City as a whole. <br /> <br />Senior Planner Bachler stated based on the submitted plans and findings of fact, staff <br />recommends approval of Planning Case 17-002 for a Site Plan Review for a new parking and <br />drop-off area for the daycare facility located in Building 10 on the Boston Scientific campus at <br />4100 Hamline Avenue North. If the Planning Commission recommends approval of this request, <br />staff recommends that the following three conditions be included with the approval: <br /> <br />1. The project shall be completed in accordance with the plans submitted as amended by the <br />conditions of approval. Any significant changes to these plans, as determined by the City <br />Planner, shall require review and approval by the Planning Commission and City <br />Council. <br />2. That the applicant shall continue to abide by all previous agreements, as amended by the <br />conditions of approval of this application. <br />3. Exterior lighting shall conform to the design standards included in Section 1325.05, <br />Subd. 3 of the Zoning Code. <br /> <br />Senior Planner Bachler reviewed the options available to the Planning Commission on this <br />matter: <br /> <br />1. Recommend Approval with Conditions <br />2. Recommend Approval as Submitted. <br />3. Recommend Denial <br />4. Table <br /> <br />Chair Thompson opened the floor to Commissioner comments. <br /> <br />Commissioner Lambeth asked if the project would require any demolition. <br /> <br />Senior Planner Bachler described the work that would be completed. He reported no structures <br />would be demolished for the parking area. <br /> <br />Chair Thompson questioned if the exterior lighting would be updated. <br /> <br />Senior Planner Bachler stated new lighting would be added for the parking area. Staff will <br />review the lighting for conformance with the Zoning Code when the applicant applies for <br />permits. <br /> <br />Chair Thompson stated that it will be important for the parking area to be well lit for safety <br />reasons. She requested that additional information on the exterior lighting be provided for the <br />City Council’s review of this case. <br />
