ARDEN HILLS CITY COUNCIL WORK SESSION—FEBRUARY 21, 2017 4 <br /> Public Works Director/City Engineer Polka stated she would not go into a lot of detail due to <br /> previous discussions. The estimated total costs for the three proposed trails is about $1.7 million. <br /> There is $1.9 million identified in the CIP. As a note, the Old Snelling Trail preliminary design <br /> reimbursement is $800,000 so there will be very little left to split between the City and County for <br /> that portion of the trail project. The Old Snelling/E2 Watermain Loop cost will depend on if they <br /> can do directional drilling or not. The WSB total design/construction services would be about <br /> $50,000 less than originally thought. A topographic survey is needed to complete the feasibility <br /> study/preliminary design. <br /> Mayor Grant asked if the work would be done in 2017 on the Old Snelling trail, with Council <br /> approval. <br /> Public Works Director/City Engineer Polka stated that if they want to move forward with the <br /> Watermain Loop they would have to get going on that shortly, but may not be able to pave the <br /> trail this year. If they were to do the trail only it could be completed this year. She recommended <br /> they do both the Old Snelling trail and the Watermain Loop at the same time. <br /> Mayor Grant suggested they move forward with the feasibility study on the trails that need it and <br /> start work on the remainder. <br /> Public Works Director/City Engineer Polka suggested that they get all the plans and approvals <br /> complete and go out for bids next January. She asked if they would like staff to get started on the <br /> final design for the Old Snelling Trail from County Rd E to Bethel? <br /> Councilmember McClung noted that the proposed preliminary design for Cty Rd E2 trail, Old <br /> Snelling trail from Bethel to E2 and the Watermain loop will be presented at the March 13 <br /> Council meeting and the final design for the Old Snelling trail from Cty Rd E to Bethel. <br /> D. TCAAP COUNTY RESOLUTION <br /> Mayor Grant said there was a 4 page legal document outlining the State statue,joint powers and <br /> County charter and how they do/don't work together. <br /> Councilmember Holden wanted more clarification on the 3% or 10% deviation on parks, and if <br /> it was per park or per zone. <br /> Senior Planner Bachler said it is a 3%reduction in area per park. <br /> Councilmember Holden asked when they make changes according to the 4 page document, does <br /> a comprehensive plan change have to come to the Council? <br /> Senior Planner Bachler stated that any amendment to the TCCAP Redevelopment Code would <br /> require City Council approval. He noted that depending on the nature of the amendment, a <br /> Comprehensive Plan Amendment may also be required. <br /> Mayor Grant said he feels this document is merely enabling Commissioners Hoffman and Ortega <br /> to be able to approve something which normally a commissioner would not be able to approve. <br />
