10062 Flanders Court NE, Blaine, MN 55449 Phone: 763-780-0450 Fax: 763-780-0452

March 27, 2017
File No. 170027E

Ms. Sue Polka
City of Arden Hills
1245 West Highway 96
Arden Hills, MN 55112

RE: Additional Construction Administration Services
County Road E Improvements

Dear Ms. Polka,

We provided a letter to the City requesting that our original contract amount for providing
construction administration services be increased to account for unexpected additional
work and an increase in the project schedule. This letter provides additional detail for
the request.

The project was designed and bid by another engineering firm. We responded to a
request from Terry Maurer, Acting Public Works Director at the time for a quote to
provide services based on the information in the plans and specifications. The original
specification called for a substantial completion date of July 31, 2015 and for the
Contractor to be ready for final payment by August 31, 2015. We based the hours of
anticipated work on this schedule. In reality the Contractor was still working on the
project into November 2015 and we worked with the Contractor to ensure that punch list
items were completed as late as December 2016. In addition, we are still providing
services as the Contractor continues to submit information and documentation for final
payment.

The low bid by Park Construction was $1,349,913.06. In working with the City and
County during construction the scope of the project did also expand and included storm
sewer structure work, additional median and sidewalk construction and coordination at
the Goodwill Site, increase in unanticipated irrigation repair along the project length, and
design modification of the proposed retaining wall. The sidewalk and curb work
anticipated for removal and replacement in the original bid increased by 30% alone. The
final pay estimate is currently projected at $1,616,335.77.

We feel that the increase in project schedule and scope were beyond our control due to
the fact that we did not originally design the project. We have not received all of the final
documentation from the Contractor and therefore we are requesting an increase to the
