Page 1 of 2 <br />DATE: April 24, 2014 <br />TO: Honorable Mayor and City Councilmembers <br />William Joynes, City Administrator <br />FROM: Sue Polka, Public Works Director/City Engineer <br />SUBJECT: 2018 PMP <br />Order Feasibility Report <br />Requested Action <br />Adopt Resolution 2017-012 Ordering Preparation of the Feasibility Report for the 2018 <br />Pavement Management Program (see attached exhibits). <br />Background/Discussion <br />Currently the only street reconstruction project that is identified in the CIP is Old Snelling <br />Avenue from TH 51 to County Road E to be constructed in 2019. A discussion with the City <br />Council regarding street projects took place in July of 2016. The Edgewater Estates (Parkshore <br />Drive, Brueberry Lane and Wedgewood Circle) and Floral Park (Floral Drive, James Circle, <br />Norma Circle, Gale Circle, Circle, Eide Circle, Indian Oaks Court, Indian Oaks Trail and James <br />Avenue) neighborhoods were discussed for 2017 and 2018 projects, respectively. This aligns <br />with the City’s pavement management system. Staff has reviewed the pavement ratings for the <br />streets shown on the attached exhibits and the 2014 PCI (Pavement Condition Index) averages <br />for the neighborhoods are 15 for the Floral Park neighborhood and 21 for the Edgewater Estates <br />neighborhood, which are deemed “very poor” and in need of reconstruction. The areas of the <br />proposed 2018 PMP are shown on the attached exhibits. <br />As with previous PMP’s, the Feasibility Report will include a geotechnical investigation, <br />topographic survey of the area, an analysis of the existing sewer and water systems, preliminary <br />design of the street and drainage improvement, cost estimate and proposed assessment. If <br />approved by the City Council, the Feasibility Report will be prepared by WSB, with assistance <br />by Sue Polka, Public Works Director/City Engineer. WSB will provide for the items which <br />cannot be completed by City staff such as topographic survey, geotechnical investigation and <br />AutoCAD services. <br />CONSENT ITEM – 5K <br />MEMORANDUM
