Joynes, Sr., City Administrator <br /> FROM: Matthew Bachler, Senior Planner <br /> SUBECT: Rice Creek Watershed District Maintenance Agreement for Stormwater <br /> Management Facilities—3930 and 3928 Northwoods Drive <br /> Requested Action <br /> Consider approval of the Maintenance Agreement for Stormwater Management Facilities <br /> between the Rice Creek Watershed District and City of Arden Hills for the regional stormwater <br /> pond located at 3930 and 3928 Northwoods Drive. Approval of the Maintenance Agreement is <br /> contingent on City Council approval of Planning Case 17-011. <br /> Background <br /> Health Partners has requested a Master and Final PUD in order to complete a building addition <br /> and parking lot expansion at their existing medical clinic located at 3930 and 3928 Northwoods <br /> Drive. This request is being reviewed by the City Council on May 22, 2017 in Planning Case 17- <br /> 011. There is an existing stormwater pond on the subject property that serves the development as <br /> well as other properties on Northwoods Drive. (see Attachment A). A Grant of Permanent <br /> Easement for the stormwater pond was signed by the City and Health Partners in 2010 (see <br /> Attachment B). Under the easement, the City is responsible for maintaining the non-landscaped <br /> portion of the stormwater pond, including the inlet and outlet structures and removal of debris. <br /> The proposed Health Partners project requires a permit from the Rice Creek Watershed District <br /> (RCWD). One of the conditions of approval for the RCWD permit is that an updated <br /> Maintenance Agreement for the existing stormwater pond be approved. Since the City is <br /> responsible for the pond's maintenance under the Grant of Permanent Easement, the <br /> Maintenance Agreement would be between the City and RCWD.
