The driveway would be expanded to provide access to the new structure. <br />10. The existing dwelling and the proposed garage are outside of the 100-year flood plain, <br />wetlands, and easements. <br />11. The proposed accessory structure would be 864 square feet in size. <br />12. The exterior finish will match or complement the principal structure. <br />13. The lot is unusual in that it is unusually large, and there would be enough room to <br />construct two (2) 728 square foot accessory structures on the property without a Variance <br />or Site Plan Review. <br />14. The proposed accessory structure would create less impact and be more attractive than <br />having two (2) accessory structures on the property. <br /> <br />Associate Planner Bachler stated that based on the submitted plans and findings of fact, staff <br />recommends approval of Planning Case 15-018 for a Site Plan Review to construct an 864 square <br />foot accessory structure/detached garage at 3180 Hamline Avenue North. If the Planning <br />Commission recommends approval of this request, staff recommends that the following seven (7) <br />conditions be included with the approval: <br /> <br />1. That the project shall be completed in accordance with the plans submitted as amended <br />by the conditions of approval. Any significant changes to these plans, as determined by <br />the City Planner, shall require review and approval by the Planning Commission and City <br />Council. <br />2. That the applicant shall obtain all necessary grading and building permits prior to the <br />commencement of construction on the site. <br />3. That the applicant shall use best management practices (BMPs) to control erosion at all <br />times during construction. <br />4. That the height of the structure shall not exceed 15 feet. <br />5. That the applicant shall obtain approval or a waiver from the Rice Creek Watershed <br />District (RCWD) prior to the issuance of any building permits. <br />6. That the structure shall conform to all other regulations in the City Code. <br />7. That no other accessory structure shall be constructed on the site without an approved <br />Site Plan Review or Variance. <br /> <br />Associate Planner Bachler reviewed the options available to the Planning Commission on this <br />matter: <br /> <br />1. Recommend Approval with Conditions <br />2. Recommend Approval as Submitted. <br />3. Recommend Denial <br />4. Table <br /> <br />Chair Thompson opened the floor to Commissioner comments. <br /> <br />Commissioner Jones discussed the 728 square foot requirement and asked if the City would <br />allow two accessory structures of up to 1,458 square feet in size. <br />
