In this case, the applicant would be required to provide 1.25 caliper inches of tree <br />plantings (400 square feet / 320 = 1.25). However, because each deciduous tree is <br />required to be a minimum of two and one-half (2.5) caliper inches and each coniferous <br />tree is required to be six (6) feet in height, one tree planning will be required to meet <br />these minimum requirements. <br /> <br />C. Lighting and Sound – Meets Requirements <br /> <br /> No additional outside lighting is being proposed; however, new LED lighting technology <br />is being used for display purposes on the new scoreboard. The lighting detail for the new <br />scoreboard can be reviewed in Attachment E. The proposed sound system for the <br />football stadium is being upgraded and will be fully contained within the scoreboard. <br />The old sound system located on the light poles within the stadium will be removed. <br />Details on the proposed sound system can be reviewed in Attachment F. <br /> <br />F. Aesthetics – Meets requirement <br /> <br />The Zoning Code does not have specific guidelines for building materials in the R-1 <br />District. However, Section 1325.05 Subd. 6 of the Zoning Code states that the Planning <br />Commission and City Council should evaluate the proposed design, scale, massing, <br />materials, height, and other aspects of the proposed structure with respect to structures <br />and properties in the surrounding area. During this evaluation the City should also <br />consider if the appearance of a proposed structure would cause substantial depreciation in <br />the property values in the surrounding area or unreasonably detract from the appearance <br />of the area. <br /> <br />The exterior finish of the proposed structure would be comparable in design and the <br />materials used on other structures within the athletic field complex. The exterior finish of <br />the structure would largely consist of rock faced block to match the block that was used <br />to construct the dugouts adjacent to the baseball field. <br /> <br />2. Conditional Use Permit Criteria <br /> <br />Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit. The Planning Commission and City Council shall consider the <br />effect of the proposed use upon the health, safety, convenience and general welfare of the <br />owners and occupants of the surrounding land, in particular, and the community as a whole, <br />in general, including but not limited to the following factors: <br />1. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics; <br />3. Drainage; <br />4. Population density;
