Land O’Lakes has proposed to have the sign in place from late <br />July to the end of October 2016, or approximately 90 days. <br /> <br /> <br />2. Section 1260 - Sign Standard Adjustments <br /> <br />Section 1260.01 of the Sign Code permits adjustments to sign height, number, type, lighting, <br />area, and/or location through the Site Plan Review process if criteria number 1 or 2 is met and <br />the required criteria number 3 is met: <br /> <br />1. There are site conditions which require a sign adjustment to allow the sign to be <br />reasonably visible from a street immediately adjacent to the site; or, <br /> <br />2. The sign adjustment will allow a sign of exceptional design or a style that will enhance <br />the area or that is more consistent with the architecture and design of the site; and <br /> <br />3. The sign adjustment will not result in a sign that is inconsistent with the purpose of the <br />zoning district in which the property is located or the current land use. <br /> <br />The request for a temporary freestanding sign with a greater area and height than what is <br />permitted by the Sign Code is reasonable in order for the sign to be reasonably visible from the <br />adjacent highway. The additional display time requested is also reasonable given the applicant’s <br />goal to raise public awareness about the importance of pollinators to the economy, food security, <br />and environmental health. The proposed design of the sign would be consistent with the <br />architecture and design of the Land O’Lakes corporate campus. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed Sign Standard <br />Adjustment at 4001 Lexington Avenue North meets the criteria in the Sign Code to deviate from <br />the sign regulations and if the proposed temporary on-premise sign would adversely affect the <br />surrounding neighborhood and the community as a whole. Staff offers the following ten findings <br />of fact for consideration: <br /> <br />1. The property at 4001 Lexington Avenue North is located in the I-1 Zoning District and <br />Sign District 6. <br />2. In Sign District 6, one temporary freestanding sign is permitted up to 22.5 square feet in <br />area and 12 feet in height. The sign may be in place for up to 30 days per calendar year. <br />3. The proposed sign would measure 20 feet in width and 6 feet in height for an area of 120 <br />square feet. The temporary sign would be installed on top of an existing 7-foot tall <br />monument sign for an overall sign height of 13 feet.
