Page 1 of 2 <br /> <br />DATE: August 3, 2016 PC Agenda Item 5.B <br /> <br />TO: Planning Commission Chair Thompson and Commissioners <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) <br />Update <br /> <br /> <br />Development <br /> <br />• The master development team held a second internal design charrette on July 15, 2016 to <br />further refine their vision for development of the site. <br /> <br />• The master developer has retained Cushman Wakefield NorthMarq as their preferred brokers <br />for commercial/corporate/office/flex space on TCAAP and Mid-America for retail. <br /> <br />• On July 12, 2016 the County was informed that the TCAAP site received its Certificate of <br />Completion for clean up on the site. <br /> <br />Meetings <br /> <br />• City and County staff, Ehlers and the master developer held their weekly project meetings on <br />June 29th, July 13th and 20th. <br /> <br />• On July 18th City st aff and Josh Olson from the County met with the JDA legal <br />representatives to discuss minor vs. major modifications to the TRC documents. The <br />outcome of the meeting was for City staff to prepare “case study” examples of changes that <br />may be requested to determine what bodies would need to review/approve (i.e. City Council, <br />City staff, JDA and Met Council), and process and timing for the request. This was <br />completed at the request of the master development team so they had a clear understanding <br />of the requirements and timing related to requests. <br /> <br />• On June 30th the master developer team, their engineers, environmental attorney and Beth <br />Engum from the County met with Mike Fix to obtain background on the site, options for <br />changing the extraction well heights and to discuss options or opportunities for moving the <br />TGRS system from its current location.
